Job Details
The successful candidate may be offered a position in either the HVAC/Building Systems Technician or the Senior HVAC/Building Systems Technician classification. The range for the HVAC/Building Systems Technician is $ $31.51 per hour, and for the Senior HVAC/Building Systems Technician, it is $27.79 – $34.74 per hour.

*Summary of Duties:
Under basic supervision, the
HVAC/Building Systems Technician*
is responsible for the repair and maintenance of building infrastructure, including HVAC systems, electrical systems, fire detection and alarm systems, security systems, lighting, emergency power equipment, and associated controls.
*Distinguishing Characteristics:*
This is the journey-level classification in the HVAC/ Building Systems Technician series. Employees in this role perform a variety of HVAC/building systems tasks following established procedures and guidelines to achieve desired outcomes. While most duties are performed independently, more advanced tasks and diagnostics may require supervision or consultative support.
This classification is distinguished from
HVAC/ Building Systems Technician, Senior
, which involves more complex technical and diagnostic responsibilities requiring a higher level of expertise and skill.
**Examples Of ESSENTIAL JOB FUNCTIONS**

- Conducts general and preventive maintenance on systems of conveyance (elevators), HVAC, alarm, security, electrical, emergency power, boiler, cooling towers and energy management. Performs snow/ice removal.
- Ensures adherence to preventive maintenance schedules for assigned facilities. Assists in developing preventive maintenance programs for new equipment or newly constructed City buildings and facilities.
- Diagnoses, repairs or replaces faulty system components.
- Performs routine system inspections on fire suppression, fire alarms, access control, security, power delivery, and emergency power systems.
- Assess condition of equipment. Consults supervisors for expected life of equipment, recommends replacement of equipment when appropriate.
- Assists in obtaining bids for simple repairs and equipment replacements, submitting bids to supervisors for award consideration.
- Coordinates contracted services for preventive maintenance and minor repairs on systems of HVAC, alarm, security, electrical, emergency power, boiler, cooling towers and energy management.
- Reviews specifications for contractor repair and maintenance work, as requested by Facilities Construction Coordinators and Facilities Maintenance Supervisors. Assists in the coordination of contracted construction and remodeling projects.
- Maintains accurate records of work activities, including time, supplies, parts, and materials, using established procedures and systems. Proficiency in personal computer use and common software applications is required.
- Supports the Facilities Maintenance Supervisor in gathering cost estimates for division budget planning.
- Provides mentorship on training needs and safety procedures for junior staff.
- Maintains regular and consistent attendance in accordance with the assigned work schedule.
*Marginal Duties:*
- Performs other duties as assigned.
**Typical Decisions:****
- Assist in determining the appropriate timing for equipment replacement by evaluating performance data, conducting inspections, and assessing the condition of parts and components to ensure long-term functionality and efficiency.
- Read and interpret construction drawings, diagrams, and technical documentation to understand system layouts and equipment specifications.
- Recognize deviations in design and materials during installation by comparing actual results with the specifications outlined in written plans, codes, and standards, and take corrective action as necessary.
- Assist in the diagnosis of defective operations and excessive wear on equipment parts by conducting visual inspections, using diagnostic tools (e.g., multimeters, pressure gauges), and analyzing system performance data.
- Assist in troubleshooting of faulty systems by isolating issues, performing tests, and determining whether repairs, recalibrations, or part replacements are needed, ensuring that all corrective actions align with safety and regulatory standards.
**Minimum Qualifications:*
Knowledge of:***
Installation, maintenance and repair methods relating to commercial building support systems of conveyance (elevators), HVAC, alarm, security, electrical, emergency power, boiler, cooling towers and energy management. Proficiency in personal computer use, common software applications and other industry technologies
*Skill in:*
Conducting simple mathematical calculations and analytics. Journey level diagnostic methods. Operating light trucks and motorized equipment safely and efficiently. Using a variety of hand and power tools. Lifting and handling heavy objects safely. Communicating effectively, both verbally and in writing.
*Education:*
High school diploma or GED equivalent.
*Experience:*
Three years (3) minimum, five (5) years preferred of progressively responsible experience in the repair and maintenance of commercial HVAC systems or electrical distribution systems.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
*Licenses and Certifications:*
Texas Class C driver's license (must obtain within 30 days of hire per state law). CFC Reclamation and Recycling License Type I and II, and Mobile air conditioning.
Senior HVAC/Building Systems Technician
*Summary of Duties:*
Under general supervision, the HVAC/Building Systems Technician, Senior is responsible for monitoring, coordinating, and performing the operations, maintenance and repair of City buildings and their associated support systems, such as HVAC, electrical, lighting, fire suppression, sound systems, kitchen equipment, uninterruptible power supplies, card access security systems, and vote tally systems.
*Distinguishing Characteristics:*
This is the journey-level classification in the HVAC/Building Systems Technician series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is distinguished from HVAC/ Building Systems Technician, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.

- Conducts preventative maintenance of commercial HVAC systems, electrical systems, boilers, and cooling towers; diagnoses and replaces or repairs faulty components; checks refrigerant levels; changes filters.
- Schedules and performs routine inspections on fire suppression systems, sprinklers, fire alarms, access control and high security systems, and back-up systems to ensure all are operating according to engineering specifications.
- Recommends replacement of equipment.
- Maintains a schedule and performs preventive maintenance of systems in City buildings and facilities; maintains records of supplies, parts, and materials used.
- Assists in the general maintenance and repair of City buildings, including plumbing, HVAC, energy management systems, fire alarm, fire sprinkler systems, and emergency back-up generators.
- Analyzes operational activity of energy management systems to ensure maximum facility energy management and to perform periodic energy audits.
- Completes preventive maintenance and minor repairs to energy management systems, fire alarm systems, and lighting control systems.
- Orders and maintains inventory of supplies and spare parts to ensure quick access to critical components and minimize downtime of systems.
- Maintains records according to Environmental Protection Agency (EPA) regulations when transferring refrigerants.
- Obtains competitive quotes for contract services; coordinate repairs between vendors and City staff; oversees project work to ensure compliance with City building codes, Occupational Safety and Health Administration (OSHA), and other regulations.
- May provide on the job training and assistance to other employees in the repair of support systems.
- Regular and consistent attendance for the assigned work schedule is essential.

*Education:*

Five (5) years of progressively responsible experience in the repair and maintenance of commercial HVAC systems or electrical distribution systems. One (1) or more years of supervisory experience preferred.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
*Licenses and Certifications:*

*Conditions of Employment:*

*Physical Demands and Working Conditions:*
Must possess mobility to work in and around City facilities, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work, to work around machines, and to operate varied hand and power tools and equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, and reach when completing maintenance and repairs. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment.
Employees work in and around buildings and facilities and are exposed to heights, loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and electrical hazards, chemicals, and hazardous physical substances and fumes.
