In this vital role, you'll help safeguard the Agency's wastewater and recycled water systems by inspecting industrial and commercial facilities, monitoring discharges, collecting samples, and enforcing pretreatment standards. Your work will help protect public health, the environment, and the integrity of IEUA's treatment systems while ensuring compliance with federal, state, and local regulations. EDUCATION, TRAINING, AND EXPERIENCE:

A typical way of obtaining the knowledge, skills and abilities outlined above is:

Pretreatment and Source Control Inspector I – Graduation from an associate's degree program in chemistry, biology, environmental science or wastewater treatment operations; and one year of wastewater maintenance or pretreatment inspection experience; or an equivalent combination of training and experience.

A Pretreatment and Source Control Inspector I may be considered for advancement to Pretreatment and Source Control Inspector II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources and are described in a separate document.

Typically, a Pretreatment and Source Control Inspector I is expected to be capable of meeting the proficiency criteria within a 24-month period, depending on an individual's prior experience and progression in performing the full range of Pretreatment and Source Control Inspector II duties as described in the established performance criteria.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Pretreatment and Source Control Inspector I:

A Grade I California Water Environment Association Environmental Compliance Inspector certificate or the ability to obtain one within one year of appointment.

Pretreatment and Source Control Inspector II:

A Grade II California Water Environment Association Environmental Compliance Inspector certificate or the ability to obtain one within one year of appointment.

Skills and Abilities:

  • Collect, test, and interpret water and wastewater samples; accurately record, analyze, and report compliance data in accordance with regulatory standards.
  • Understand, interpret, and apply federal, state, and local pretreatment regulations and environmental compliance requirements to ensure lawful discharge and protection of treatment systems.
  • Communicate effectively with industrial and commercial users, explain technical requirements clearly, and build cooperative relationships to achieve compliance.
  • Identify violations or potential risks, evaluate corrective options, and exercise sound judgment in recommending or implementing enforcement actions.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.

Salary Range: Inspector I GU 174 ($ $ per hour); Inspector II GU 177 ($ $ per hour)

FLSA: Non-Exempt

Probationary Period: 12 months
