Trigyn's direct government client, based out of Vermont, has a long-term contract assignment (24 Months) for Contract & Vendor Advisory Specialist. The particulars of the position are as follows.

Description:

The Contract & Vendor Advisory Specialist will provide targeted advisory support to the Integrated Eligibility & Enrollment (IE&E) Program, client?s multi-year initiative to modernize and streamline eligibility and enrollment processes across health and human services. The IE&E Program is designed to deliver a unified, customer-centric system that improves access to benefits, enhances operational efficiency, and ensures compliance with federal and state requirements. Within this context, the Specialist will strengthen contract development, execution, and vendor management practices to ensure that procurement strategies, contractual structures, and vendor performance directly advance the Program?s modernization objectives.

Contract Development & Execution Responsibilities include, but are not limited to:

  • Assist State teams in developing and refining state contract templates to ensure alignment with state goals, compliance standards, and program needs.
  • Support state teams by reviewing contract drafts and advising them on structure, scope, and performance expectations.
  • Guide the development of clear performance expectations, service-level agreements (SLAs), and key performance indicators (KPIs) to ensure vendor accountability within contracts.
  • Provide recommendations to state teams on contract amendments, renewals, and change requests to maintain alignment with evolving program needs.
  • Offer insights for how contract structures can support procurement strategies and the program?s long-term operational and modernization needs.
  • Facilitate collaboration between program leadership, procurement teams, project teams, and legal advisors to ensure contract terms are clear, enforceable, and reflective of program priorities.
  • Identify potential risks in contract terms and assist state teams in mitigating them to ensure compliance with state and federal funding requirements.
  • Develop guidance and recommendations to streamline contract development and promote consistency across modernization projects.
  • Support state teams in ensuring contracts include mechanisms for ongoing performance monitoring, issue resolution, and adaptability to changing program needs.

Contract & Vendor Management Responsibilities include, but are not limited to:

  • Support the implementation of the State?s vendor management framework, including vendor management processes and policies, tools, and performance evaluation frameworks.
  • Guide state teams in implementing strategies to ensure vendors comply with contractual obligations, meet performance benchmarks, and adhere to state requirements.
  • Facilitate communication between state teams and vendors to support contract execution and issue resolution.
  • Support state teams in monitoring vendor performance, ensuring SLAs and KPIs are tracked and met according to contractual requirements.
  • Implement cost management measures based on contractual terms and provide reports and data to state teams to support decision-making related to resource allocation and identification of cost savings opportunities.
  • Provide recommendations on identifying and addressing vendor performance issues, advising on corrective action planning and contractual enforcement measures.
  • Assist in the development of Corrective and Preventative Action Plans (CAPAP) by providing strategic guidance on compliance and risk mitigation.
  • Facilitate coordination across state agencies to ensure contract decisions align with modernization priorities while maintaining compliance and risk mitigation.
  • Develop guidance and recommendations to support state teams in executing effective contract and vendor management practices, including onboarding and offboarding vendors.
  • Support transparency efforts by assisting in structured reporting, providing leadership with clear insights into contract compliance, vendor performance, and risk management.

Deliverables:

  • Updated and standardized IE&E contract templates and guidance documents.
  • Advisory memos or recommendations for contract reviews, amendments, and renewals.
  • SLAs, KPIs, and performance monitoring frameworks tailored to IE&E modernization projects.
  • Vendor performance reports and risk mitigation recommendations.
  • Corrective and Preventative Action Plan (CAPAP) templates and advisory notes.
  • Quarterly summary reports to leadership on contract compliance and vendor performance trends.
  • Develop client satisfaction measures, including gathering feedback from stakeholders to support decision-making regarding vendor engagement and retention.

Performance Measures

  • Timely delivery of advisory recommendations within agreed review cycles.
  • Adoption of standardized IE&E contract templates and performance frameworks by state teams.
  • Documented improvements in vendor compliance and performance metrics.
  • Reduction in contract-related risks and disputes through proactive advisory

support.
