About the Role

PADCOM Design & Construction Management Services is seeking an experienced
Program Controls Specialist
to support the Los Angeles Unified School District's Facilities Services Division under the Asset Management Branch. This position provides cost, schedule, and project control support for a large portfolio of capital improvement and maintenance projects across the District.

The Program Controls Specialist will play a key role in budget management, cost forecasting, and reporting, ensuring that accurate, timely, and actionable information is available for decision-making at both the project and program levels

Key Responsibilities

  • Support program-wide cost control, budgeting, scheduling, and reporting functions.
  • Develop, maintain, and validate project and program-level data to ensure accuracy and consistency.
  • Identify and implement best practices, tools, and procedures for project controls.
  • Interface with senior Program Controls Specialists and managers to provide analytical support for program decisions.
  • Conduct detailed data validation and variance analysis to confirm the reasonableness of project data.
  • Recommend and assist in policy and procedural improvements to increase project delivery efficiency.
  • Organize and manage data to produce accurate and timely reports for leadership and stakeholders.
  • Develop and maintain program and project control processes related to budgets, estimates, schedules, and roll-ups.
  • Prepare program performance metrics and status reports.
  • Provide documentation and audit support for project control processes, policies, and compliance tracking.
  • Review proposed budget and scope changes for proper justification and documentation.
  • Troubleshoot project-specific issues involving budgets, schedules, funding, or documentation.

Minimum Qualifications

Education

  • Bachelor's degree in Engineering, Construction Management, Information Technology, Finance, Accounting, or Business Administration.
  • Candidates without a degree may substitute
    additional years of experience on a year-for-year basis

Experience

  • Minimum
    6 years of full-time professional experience
    in project controls work, including planning, budgeting, estimating, forecasting, cost and schedule control, and project reporting.
  • At least
    3 years
    of this experience must have been in a
    program or project controls role
    for a government agency or infrastructure construction program using tools such as
    Oracle Primavera, Contract Manager, Unifier, or Timberline Gold Job Cost & Accounting System

Skills

  • Strong written and verbal communication skills.
  • Excellent organizational and planning abilities.
  • Proficiency in Microsoft Office and project controls software.
  • Ability to build productive working relationships with cross-functional teams.

Salary & Benefits

  • Salary Range:
    $95,000 – $102,000 annually, based on experience and qualifications.
  • Schedule:
    Full-Time, Monday–Friday; occasional extended hours may be required.
  • Benefits:
