A rapidly scaling organization in the broader energy and infrastructure sector is seeking a
Director of PMO Operations
to lead technology demand planning, procurement oversight, and IT operational governance. This leader will serve as the connective point between IT, Finance, and cross-functional business units to ensure technology investments are cost-effective, compliant, and aligned to strategic priorities. The role focuses heavily on vendor management, budgeting, process improvement, and cross-department collaboration to support an enterprise IT environment.

Key Responsibilities

  • Oversee IT procurement activities including requisition review, sourcing strategy, vendor evaluation, RFP/RFQ coordination, contract negotiation, and commercial oversight.
  • Assess technology solutions and services based on cost, quality, reliability, scalability, and security standards.
  • Analyze industry trends and internal spending to identify cost-efficiency opportunities and optimize IT investments.
  • Conduct ROI, cost-benefit, and financial modeling to guide leadership decision-making on technology purchases and renewals.
  • Lead the annual IT budgeting cycle, consolidating inputs, forecasting OpEx/CapEx needs, and ensuring alignment with organizational priorities.
  • Maintain a deep understanding of IT processes across user groups to support intake, prioritization, and demand management.
  • Partner with business stakeholders to shape proposals and shepherd them through the technology demand pipeline.
  • Evaluate current IT workflows and systems to identify operational gaps, inefficiencies, and opportunities for process improvement.
  • Provide administrative oversight for the IT function, including budget tracking, training approvals, and coordination of departmental activities.

Qualifications

  • Bachelor's degree in Business, Computer Science, Information Systems, or equivalent professional experience.
  • 7+ years of experience solving business problems with technology in a complex operational environment (energy, manufacturing, industrial, or similar highly regulated sectors preferred).
  • Demonstrated experience collaborating with IT, Finance, Procurement, Legal, Compliance, Tax, and other key corporate functions.
  • Strong knowledge of IT systems, processes, and technology life-cycle management.
  • Highly self-directed with the ability to prioritize, operate under pressure, and lead initiatives across multiple teams.
