Summary
The Assistant Vice President, Support & Resourcing has broad authority for the decision-making, staffing, and budget for their functional area of responsibility. This position has decision-making authority over their functional area within broadly defined policies and objectives, including wide latitude to consider the development of plans, priorities, and processes to achieve objectives.
In consultation with the Vice President, Support & Resourcing, this position is responsible for the strategy and direction of their functional area and for developing and revising policies, practices, standards, and guidelines related to the functions, processes, and systems.
Responsibilities
This role leads their functional area to effectively support the MTA C&D Business Units.
Supports the Vice President, Support & Resourcing, Project and Program Executive, C&D senior management, and the business units.
Typical duties may include:
Provide leadership within their functional area of responsibility focusing on transforming administrative processes using an innovative approach to facilitate efficient and effective departmental operations and reflect full integration of all business units into unified processes.
Ensure consistent implementation of established processes throughout the department.
Collaborate with C&D Business units and MTA C&D leadership to identify resource requirements (personnel and/or other than personnel) and support resolving resource needs for departmental operations.
Direct functional area activities to monitor, report, and ensure appropriate resource allocation. This may include responsibility for supporting efforts and resolving issues such as departmental human resources, personnel systems, procurement requests, budget requests, and/or contract management for departmental operations.
May direct a functional area responsible for oversight, facilitation, support, and tracking personnel needs, requests, and actions.
Ensure effective coordination and liaison with C&D Business Units and C&D Leadership and the business units.
Ensure related data, reports, and systems are developed and maintained.
May direct management and resolution of complex issues for high-priority contracts and procurement requests supporting Delivery.
Lead provision and coordination of administrative support functions, including but not limited to some of the following areas: payment coordination, timecard/job charge management, facilities space management, non-revenue vehicle management, and/or equipment/supplies management.
Direct coordination with related parties throughout C&D and the MTA agencies.
Direct development, analysis, reporting, and maintenance of data and related systems required for effective operations within their functional area and support of departmental operations.
Ensure effective coordination and liaison with C&D Business Units and C&D Leadership, and the business units on issues such as training requests, audit response, internal controls, etc.
Function as a subject matter expert within their area of responsibility. Regularly provide guidance and support to senior management.
Education and Experience
Bachelor's degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.
Masters preferred.
Must have a minimum of fourteen (14) years of related experience.
Must have a minimum of eight (8) years in a managerial or supervisory role in a large, multi-faceted organization.
Competencies:
Significant experience in managing diverse administrative functions supporting the operations of a large organization.
Substantial experience in implementing MTA policies and practices related to human resources, procurement, payment processing, budget, labor relations, facilities management, timekeeping, and/or other administrative functions preferred.
Ability to manage complex, sensitive issues with the utmost confidentiality and judgment.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with internal and external stakeholders at all levels.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align organizational goals with solutions to drive process improvements.
Must possess excellent team-building, listening, problem-solving, and prioritization skills.
Demonstrated proficiency in PeopleSoft, Microsoft Office Suite (including Word, Excel, Access, PowerPoint, and Outlook), Power BI, Teams, or similar applications.
Other Information
As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $105,472 (this figure is subject to change) per year if the position is designated as a policymaker.
