Payroll Specialist and HR Assistant

Position Summary
The Payroll Specialist and HR Assistant is responsible for managing all employee payroll processing, benefits administration, and personnel recordkeeping for Spike Electric Controls. This position plays a critical role in supporting company operations by ensuring employees are paid accurately and on time, maintaining compliance with federal and state labor regulations, and upholding Spike's values of fairness, consistency, and transparency.
Working closely with the COO and third-party HR service provider, the HR/Payroll Specialist will be the point of contact for employee inquiries related to pay, timekeeping, benefits, and policy administration. This individual must demonstrate professionalism, confidentiality, and precision in every aspect of their work.
Key Responsibilities
Payroll Administration
- Process bi-weekly payroll for all hourly, salary, and temporary employees accurately and on schedule.
- Review and verify timecards, overtime hours, PTO requests, and shift differentials prior to submission.
- Ensure compliance with wage and hour laws, FLSA, and company policies regarding pay practices.
- Manage new hire setups, rate changes, bonuses, and terminations in the payroll system.
- Reconcile payroll reports, verify tax filings, and maintain accurate records for audit purposes.
- Coordinate with accounting to ensure payroll expenses are correctly posted and reported.
HR and Employee Support
- Maintain accurate and confidential employee files including offer letters, I-9s, evaluations, and disciplinary actions.
- Administer employee onboarding and offboarding, ensuring all required documents and procedures are completed.
- Manage benefits enrollment, changes, and terminations in coordination with benefit providers.
- Serve as the primary point of contact for employee questions about pay, benefits, and company policies.
- Assist the COO with implementing policies, employee communications, and compliance updates.
- Track and monitor employee attendance, PTO balances, and probationary periods.
- Generate reports on headcount, turnover, and payroll metrics for executive review.
Compliance & Recordkeeping
- Ensure compliance with state and federal employment laws, including FMLA, ADA, EEO, and wage and hour regulations.
- Maintain confidentiality of sensitive employee data at all times.
- Support annual audits, benefit renewals, and verification requests as needed.
- Partner with the third-party HR provider for complex employee relations issues, ensuring all actions align with company policies and legal standards.
Qualifications
Education & Experience
- Associate or Bachelor's degree in Accounting, Human Resources, or Business Administration preferred.
- Minimum of 3 years of experience in payroll processing and HR administration, preferably in a manufacturing or industrial environment.
- Strong knowledge of payroll systems (such as ADP, Paychex, or similar) and timekeeping software.
- Familiarity with federal and Texas state labor laws and payroll tax regulations.
Skills & Competencies
- Exceptional attention to detail and accuracy.
- Strong organizational and communication skills.
- Proficiency in Microsoft Excel, Word, and data entry systems.
- Ability to maintain strict confidentiality and discretion in handling sensitive information.

- Self-motivated and capable of managing multiple priorities in a fast-paced environment.
Performance Expectations
- Zero errors in payroll processing or tax submissions.
- All payrolls completed within the designated pay schedule without delay.
- Employee inquiries addressed within 24 hours.
- Personnel and payroll files maintained at 100% compliance and audit readiness.
- All onboarding and offboarding tasks completed within two business days of hire or separation.
