Job Summary
Performs seasoned and leading-edge professional level specialized work in Utility and Environmental engineering in connection with the evaluation, planning, design, construction and maintenance of a variety of public water and wastewater projects. Incumbents in this position apply professional engineering skills and knowledge to a variety of new construction and renovation projects. Position is responsible for ensuring the effective and efficient coordination of all capital improvement projects and contracts assigned.
Work is performed under nominal direction with considerable latitude in the use of initiative and independent judgment. Position develops solutions to non-routine issues, without appreciable guidance from others and exercises significant latitude in determining best approaches to critical assignments.
Essential Functions

- Serves as project engineer and performs technical engineering tasks in the field and office.
- Checks and reviews plans and specifications submitted by private engineering consultants, and provides guidance to contractors, owners, and architects relative to the interpretation and application of Wellington standards and specifications.
- Interprets and evaluates engineering compliance with applicable state, county, and Village codes, ordinances, resolutions, regulations, standards, specification, policies and procedures, as well as approved construction plans.
- Furnishes engineering advice in regard to proposals made, specifications and standards set forth, as well as soundness of design, theory, and construction practice.
- Evaluates surveys and profiles and computes grades for the construction of engineering projects; makes inspections in the field, observes operations, and determines quality of work.
- Designs and details working drawings of general or specialized public works structures or components of structures.
- Assists in formulation of engineering standards and specifications; conducts engineering studies and makes recommendations.
- Reviews construction plans for private developments for compliance according to area of assignment, in compliance with Village codes and proper engineering standards.
- Performs project management for municipal Utility construction projects, ensuring contractor compliance with project specifications, and time and budget parameters and coordinating communication of pertinent project information with related governmental agencies, consultants, and contractors.
- Reviews private project development plans, land use plan amendments, zoning petitions, site plans, variance petitions, and various permit applications for compliance with engineering standards.
- Provides professional review of projects for staff and consultants seeking development approval; writes and assists in preparation of engineering reports.
- Makes necessary field inspections prior to and during construction to ensure compliance with plans and instructions or to provide technical assistance on unusual, difficult, or complex issues.
- Prepares or assists in the preparation of plans, bid documents, specifications, and contract specifications for projects; administers all contracts within the department.
- Plans or assists in planning, implementing, and administering the utilities administration budget; monitors and ensures adherence to established operating and expenditure parameters.
- Reviews Utility improvement plans for conformance to Village of Wellington Standards.
- Represents the Utilities Department before regulatory agencies.

- Reviews improvement and development plans for conformance to Utility Standards.
- Manages and administers Utility capital improvement projects and contracts.
- Represents the Utility before regulatory agencies.
- Assists with the coordination of professional consultants and assists with the development of the Utility Capital Improvement Plan.
- Provides professional review of projects for staff and consultants seeking development approval; writes and assists in preparation of engineering reports.
- Conducts field inspections of Village projects, and private projects as needed.
- Makes necessary field inspections prior to and during construction to ensure compliance with plans and instructions or to provide technical assistance on unusual, difficult, or complex issues.
Supervisory Responsibilities
- Schedules, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
Minimum Qualifications
Bachelor's Degree in Civil Engineering, Environmental Engineering, or other relevant engineering discipline required from an ABET (Accreditation Board for Engineering and Technology) accredited undergraduate program required; supplemented by seven (7) or more years of directly related professional experience in engineering, including design and construction work; a Master's Degree in Engineering supplemented by five (5) years of directly related professional experience in engineering may qualify for entry into the job; or an equivalent combination of education, training and/or experience. Previous experience as a lead worker or in managing the work of others is required. Demonstrated journey level computer literacy with standard software packages (e.g., word processors, spreadsheet applications, email, Internet usage, stormwater modeling software, CAD software) required.
Certifications And Licenses
- Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines.
- Florida Professional Engineer (PE) license required.
Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires. Responds to emergency call-ins for hurricanes or other critical events.
Preferred Qualifications
- Prior municipal experience according to area of assignment.
- Proficiency in Infowater hydraulic modeling software (depending on area of assignment).
- Proficiency in AutoCAD Civil3D is required and expected upon hire.
Knowledge, Skills, And Abilities
- Knowledge of current engineering principles and practices applied in planning, location, design, construction, operation and maintenance of roads, storm and sanitary sewers, buildings and other public facilities
- Knowledge of state and federal laws regarding storm sewer systems
- Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
- Skill in the use of hydraulic modeling software, GIS, and AutoCAD Civil 3D
- Skill in using mathematics required for the work
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
- Ability to correctly interpret and efficiently implement all applicable policies and procedures
- Ability to manage multiple priorities to ensure that deadlines are met
- Ability to effectively communicate (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors

Physical Requirements
Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). May involve some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may require extended periods of time at a keyboard or workstation.
Environmental Requirements
Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
Sensory Requirements
Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.
