About This Position
The Raceway Maintenance Supervisor for Portland Parks & Recreation (PP&R) oversees the maintenance, operations, and environmental stewardship of Portland International Raceway (PIR), a 260-acre motorsports and multi-use event facility. PIR is the only municipally owned and managed motorsports venue in the United States and supports more than 500 event-days annually across 30 user groups.

Working with the Track Manager and Business office, this position plans, organizes, and supervises the construction, maintenance, and repair of PIR's racing surfaces, facilities, and natural areas. The supervisor develops and monitors work plans and budgets; assigns and evaluates the work of City staff and contractors; and ensures compliance with applicable codes, safety standards, and environmental requirements.

The role serves as a key liaison to event promoters, concessionaires, sanctioning bodies, and other partners to ensure facility readiness and operational support for a wide range of motorsport and non-motorsport activities. The position also coordinates with City, state, and federal agencies and maintains effective, customer-focused communication with the public and event participants.

As a Supervisor I, You Will

  • Plan and coordinate all maintenance, repair, and operational readiness of the racetrack, buildings, grounds, safety systems, and related facility infrastructure with a Track Manager.
  • Manage, direct, and supervise a team of skilled staff and contractors across multiple trades, establishing priorities, assigning work, and ensuring compliance with safety standards, policies, and labor agreements.
  • Lead the planning and execution of capital projects, including new construction, facility upgrades, lighting, paving, and other major improvements.
  • Develop and monitor work plans, maintenance schedules, and budgets to ensure efficient operations and resource allocation throughout a seven-day-a-week, multi-season event environment.
  • Support a large and diverse base of user groups by ensuring a clean, safe, well-maintained venue and by coordinating closely with the Track Manager and Business supervisor to meet operational, safety, and spectator needs.
  • Coordinate with motorsports sanctioning bodies and other regulatory partners to meet track, facility, and event safety requirements and maintain a state-of-the-art competitive environment.
  • Oversee environmental stewardship of protected wetlands and natural areas, including invasive species removal, native plant restoration, and compliance with erosion and sediment control standards.
  • Prepare the facility for events, manage time-sensitive operational demands, and resolve issues affecting infrastructure, utilities, and event logistics.
  • Identify and implement improvements to enhance facility performance, safety, sustainability, and long-term asset condition.
  • Operate and maintain a variety of equipment and vehicles in support of operations, including weed eaters, mowers, backhoes, and trucks, in accordance with safety standards and established procedures.

To Qualify
The Following Minimum Qualifications Are Required For This Position

  • Experience in identifying changing needs and maintaining facilities for those needs.
  • Experience applying safety codes, regulations, and operational guidelines for public event venues or motorsports facilities.
  • Experience analyzing operational problems, evaluating options, and implementing effective solutions, including preparing clear and accurate documentation.
  • Experience in building effective working relationships with diverse staff, contractors, partners, and the public.
  • Experience across a broad range of facility-maintenance and construction trades, including track, building, and landscape infrastructure, with a focus on safe operations.
  • Experience performing administrative and clerical functions requiring strong computer proficiency, including regular use of Microsoft Outlook, Excel, and Word.
