ELIGIBILITY LIST PREFERENCE ORDER

Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered (when the vacancy is open to external applicants).

SELECTION PROCESS INFORMATION 

  • Applicants are required to complete an online job knowledge test at the time of application.  Applicants will not be able to submit their applications without completing this job knowledge test. 
  • There are 40 items on this job knowledge test, and completion will require up to 45 minutes.  This time is in addition to the time needed to complete the application and respond to the supplemental questions.

POSITION DESIGNATION

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license. 

JOB SUMMARY

This posting will be used to fill a current vacancy in the Line Maintenance Division of the Utilities Department within the City of Oklahoma City. An eligibility list will be established or supplemented for filling future vacancies per provisions of the American Federation of State, County and Municipal Employees (AFSCME) Collective Bargaining Agreement. The duties performed are of a specialized nature, involving skills and operations which have been previously acquired. Essential job functions include: responsibility for the supervision of installations of water meters from 5/8 inch to ten inches; inspecting work performed by contractors certified by the City; ensuring the safety of distribution systems; the enforcement of City ordinances related to paving cuts, main repairs, meter installations, waterline replacements and fire hydrant repairs and enforcing safety regulations regarding manpower, material, and equipment usage. The employee receives work assignments in verbal and written form, by radio dispatch or from a list issued by the immediate supervisor.  The employee may be required to assist in the completion of a variety of other tasks during adverse weather conditions or seasonal delays in inspection activity. Equipment utilized in the performance of tasks may include: gas-powered water pumps to remove standing or running water; prodders and listening devices to pinpoint location of leaks; rotary drills used for boring holes; jackhammers to break and remove concrete/asphalt; concrete saws; air tapping machines; various hand tools; and operation of a backhoe. The contractual repair or construction crews monitored by the Distribution Systems Inspector often work in and around traffic; therefore, sound judgment regarding the public's safety must be used. Work often includes contact with the public, outside utility agencies, private contractors and other department personnel. Work is subject to review by supervisor's inspection, daily inspection reports, and citizen satisfaction.

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. 

JOB REQUIREMENTS 

  • Knowledge of water distribution systems, water mains, water valves, fire hydrants and meter pits.
  • Knowledge of City ordinances related to paving cuts, revocable and boring permits, main repairs, meter installation, and water line replacement and repair.
  • Knowledge of material specifications used in meter installation.
  • Knowledge of construction standards, ordinances, regulations, plans and specifications.
  • Knowledge of and ability to demonstrate and follow safe working practices and procedures.
  • Knowledge of safe operation and efficient utilization of work-related tools and equipment.
  • Ability to supervise and perform tasks associated with main repair, paving cuts, meter installation and water line replacement and repair functions.
  • Ability to follow oral and written instructions.
  • Ability to provide verbal instructions to private contractors on installation procedures, for valves, hydrants, and meter installations.
  • Ability to prepare and complete standard forms and work logs.
  • Ability and willingness to supervise the work of a crew.

WORKING CONDITIONS

  • Outside; frequently exposed to heat, cold, humidity, rain, etc.
  • Constant contact with water at work sites.
  • Frequently works on or around slippery surfaces such as streets, manholes, and muddy trenches.
  • Subject to working in and next to dig ups, trenches and manholes that are below ground level and subject to possibility of cave in.
  • Subject to working in awkward, strained and confined or cramped positions when performing assigned tasks.
  • Subject to working near moving objects such as traffic and equipment.
  • Exposed to pronounced strain or vibrations, high concentrations of dust, and intermittent or continued loud noises when operating equipment such as concrete saws, jackhammers, backhoes, etc.
  • Exposed to moderate amounts of silica dust from cement when using jackhammer or concrete saw.
  • Exposed to bee or wasp stings, poison oak, poison ivy, and sumac.
  • Occasionally exposed to chemical irritants when flushing water lines with water and chlorine powder mixture.
  • Occasionally exposed to electrical hazards.
  • Frequently required to work overtime, including weekends, holidays, etc.
  • Local travel on a daily basis. 

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.  

PHYSICAL REQUIREMENTS 

  • Strength enough to lift, pull, or carry objects weighing up to 70 lbs. alone, or 180 lbs. with assistance.
  • Stamina enough to perform strenuous work for intervals of approximately 25 minutes when setting or pulling water meters.
  • Extent flexibility, mobility, and body coordination enough to climb in/out of meter pits while carrying meters, tools, etc.
  • Manual/finger dexterity and arm-hand steadiness enough to use hand tools and operate heavy equipment.
  • Near vision enough to perform repairs and read printed/inscribed information on materials, equipment, and gauges.
  • Speech and hearing enough to communicate via two-way radio and in person with crews, other department personnel, and citizens.
  • Hearing enough to determine direction/location of sound, i.e., traffic, water in pipes, etc.; and hearing enough to identify environmental sounds to detect equipment malfunction, loss in water pressure, leaks, etc.

Eligibility List: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better.  Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted.  The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.
