The Judicial Council of California's Research, Analytics, and Data office is accepting applications for an Analyst position to join the Statistics and Information unit.

This position provides analytical and technical support for the Judicial Branch Statistical Information System (JBSIS), established by the Judicial Council to collect and store accurate, consistent, and timely case processing information from the courts. Responsibilities include data/system validation, production of the annual Court Statistics Report, and researching technical specifications, data definitions, and relevant legal code sections. In addition to providing technical assistance to courts in meeting JBSIS standards, the Data Analyst is expected to support downstream users of JBSIS data. This includes staff running large-scale research projects, and ad hoc requests for data from the Judicial Council, Executive Office, Committees/Working Groups, trial courts, other branches of government, the National Center for State Courts, and the public. The Analyst will be technically competent and consult on data collection, management, and analysis using advanced programming languages and other statistical software. They will develop subject matter expertise in certain case types and use it to assist court and Judicial Council staff.

All this work is conducted independently with limited supervision.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council's staff organization seeks to continue to evolve as one of California's most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco office at least two days per week, based on their office leader's direction, and reside in the area surrounding this location. To be eligible for Judicial Council employment and participation in the Judicial Council's Hybrid Work Program, a prospective or current employee's primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

Research, interpret, validate, and create technical specifications for JBSIS.

  • Review legal code sections and collaborate with internal and external sources on the correct interpretation of laws, policies, and practices.
  • Use subject matter and technical expertise to identify and define data elements associated with legislative mandates and Judicial Council priorities.

Data system validation.

  • Use advanced programming languages and other statistical software to test that JBSIS reports are configured correctly, and that data is mapped accurately based on data definitions.
  • Provide technical assistance to the courts and troubleshoot data submission errors using data validation methods.

Data quality control.

  • Implement certification protocols ensuring that data submissions comply with JBSIS standards.
  • Use advanced programming languages and other statistical software to produce data analytics identifying and summarizing data quality issues.

Data Analytics and Research.

  • Use advanced programming languages and other statistical software to develop internal data analytics and facilitate branch-wide data-driven decision-making.
  • Use advanced programming languages and other statistical software to develop external data analytics and enhance public information and access to justice.
Qualifications

Bachelor's degree, and three (3) years of analytical experience in program analysis, development,

implementation, research and/or evaluation. An additional four years of professional experience as

noted above may substitute for the bachelor's degree. Or, additional directly related experience

and/or education may be substituted on a year-for-year basis.

OR

Master's degree in a directly related field for the assigned discipline such as political science, public

administration, statistics, mathematics, etc. that included qualitative and quantitative research.

OR

Two years as an Associate Analyst with the Judicial Council of California or two years of experience

performing the duties of a class comparable in the level of responsibility to that of an Associate

Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:

  • Proficiency in programming languages used for data migration, wrangling, and analysis (e.g., R, Python, SQL).
  • Proficiency in data visualization software such as Power BI and Tableau.
  • Knowledge of statistical concepts and quantitative research design.
  • Strong written and verbal communication skills.
  • Critical thinking and problem-solving skills.
  • Prior government work experience.
  • Knowledge of court case processing.

Pay and Benefits

$7,513 - $11,270 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
