The System Offices is one of several system members within the Texas A&M University System representing one of the largest systems of higher education in the nation, with a network of 12 universities, a comprehensive health science center, nine state agencies, and the RELLIS Campus. The Texas A&M University System mission is to provide education, conduct research, commercialize technology, offer training, and deliver services for the people of Texas and beyond.

Job Description Summary:
The Assistant Vice Chancellor for Place-Based Partnerships serves as the strategic and operational leader responsible for designing, coordinating, and sustaining this initiative across the 12 universities in the A&M System.
Responsibilities:
Strategic Leadership & Coordination
- Provide visionary leadership and coordination for improving the college-going pipeline, specifically focused on rural and historically underserved students in Texas, aligning all activities with the Chancellor's vision and System priorities for innovation and transformation.
- Develop and execute a comprehensive strategy, including performance measures, milestones, and annual deliverables.
- Serve as the primary System convener across universities, Education Service Centers, school districts, external partners, and varied community partners.
- Ensure initiative integration within System structures and alignment with systemwide academic affairs and student success strategies.
Program Management & Oversight
- Direct the day-to-day operations and ensure fidelity of implementation.
- Oversee the design and management of competitive mini-grants that support innovative, scalable approaches.
- Lead and coordinate Communities of Practice (CoPs) and Networked Improvement Communities (NICs) to promote collaboration, shared learning, and data-informed continuous improvement.
- Supervise and mentor project staff and manage consultants and partners as needed. Stakeholder & Partnership Engagement
- Represent the System at local, state, and national levels as the principal spokesperson.
- Cultivate and sustain partnerships with school districts, higher education institutions, nonprofits, government agencies, and philanthropic entities.
- Collaborate with key partners and lead communications and public engagement, including presentations, briefings, and impact storytelling.
Evaluation, Data, & Accountability
- Develop and implement a comprehensive outcomes and evaluation framework to measure impact.
- Coordinate with partners to collect, analyze, and report performance data.
- Produce annual reports highlighting systemwide progress, success stories, and recommendations for scaling.
Sustainability & Resource Development
- Pursue external funding opportunities, philanthropic partnerships, and grants to extend the initiative's longevity and scope.
- Identify strategies to institutionalize successful programs for long-term sustainability.
- Leverage partnerships and data to attract new resources and investments that amplify the initiative's reach and effectiveness.

Education and Experience:
- Doctorate or terminal degree in education, public policy, or a closely related field.
- Minimum 10 years of progressive leadership experience in higher education.
- Demonstrated success in leading multi-institutional or statewide initiatives focused on college access, readiness, or teacher/leader development.
- Experience building partnerships with rural communities, school districts, and higher education institutions.
Knowledge, Skills and Abilities:
- Strong understanding of education systems, including P-20 alignment, teacher preparation, leadership development, and college readiness metrics.
- Proven record of managing budgets, grants, and strategic investments.
- Exceptional written and verbal communication skills, with the ability to engage diverse audiences, from policymakers to community stakeholders.

Preferred Qualifications:
- Experience working within or in close partnership with a higher education system or state education agency.
- Familiarity with Texas education policy, funding systems, and accountability frameworks.
- Background in continuous improvement methodologies such as Networked Improvement Communities (NICs) or Communities of Practice (CoPs).
- Demonstrated success in securing and managing philanthropic or federal grants.
