Traffic Management Center Supervisor

Overview
This position, under supervision of the Assistant Director and Lead Engineer, will supervise staff that monitors and operates the City's Traffic Management Center (TMC), Advanced Traffic management System (ATMS), and Intelligent Transportation System (ITS) infrastructure; coordinate with the City's IT department, emergency services (Police, Fire, Emergency Operations Center), and the Texas Department of Transportation (TxDOT) and other public agencies during special events and incidents. This position will oversee the TMC budget, attend meetings, and prioritize work.
Responsibilities
- Manages the installation, configuration, and maintenance of traffic management software applications, software performance, and responsible for implementing updates to maintain security and protect data and infrastructure
- Manages coordination with City's IT Department and adherence to all cybersecurity and information technology policies and procedures
- Manages complex duties to design, install, upgrade, repair, troubleshoot, test, or replace malfunctioning servers, fiber optic, wireless communication devices, networking devices, video devices, traffic signals controllers
- Evaluates and analyzed traffic signal performance data from various sources including video communications equipment, traffic map layers, maintenance and advanced traffic management systems and software
- Keeps up with emerging technology to keep systems safe and current
- Develops dashboards, reports and visualizations to support decision-making
- Involves working directly with traffic engineers, planners and public safety officials to align technical solutions with operational goals
- Evaluates the performance of staff
- Trains in the configurations, deployment, and maintenance of traffic signal communication equipment, operation and repair of malfunctioning computerized traffic system equipment by scheduling repair to minimize down time, identifying equipment that needs to be shipped out for repair, and restoring equipment operation as soon as possible
- Ensure compliance in the City, State, and Federal, ITE, TMUTCD, and other traffic and electrical standards, methodologies, techniques, and practices
- Manages written reports and maintains logs and records for the TMC including, but not limited to, inspections and finding, current status and information of software and equipment, work management system used to investigate, troubleshoot, and document repairs in accordance with City, State, and Federal codes, regulations, standards and procedures and citizen traffic safety requests
- Oversees scheduling and performance of mobility studies, tabulating, summarizing, filing, and tracking data to identify problem areas and recommend solutions, and field checks on traffic systems to ensure proper functions and phase sequence
- Manages scheduling cabinet assembly for testing and operations analysis to ensure accuracy and operation requirements to field devices
- Manages the TMC Operations and staff by developing current and future ITS infrastructure including, but not limited to, advanced traffic management systems, video-management systems, vehicle detection systems, fiber optic & wireless devices
- TMC after-hour support for critical incidents of system outages
- Performs routine backup of information, disaster recovery planning, and security measures to protect infrastructure
- May be asked to perform other duties as assigned
Position Type and Typical Hours of Work
- Exempt – Full-Time – Monday-Friday 8:00am-5:00pm
- Must be available to work additional hours as needed
- Flexibility to work evenings, weekends, and holidays is a schedule requirement
- In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications
- Associate's Degree (AA/AS); Associate Degree or two (2) years of college in Engineering or science related discipline
- Seven (7) years experience. A minimum of five (5) years in monitoring or working on traffic signal system devices; Installing or testing intelligent traffic system devices; or Diagnosing or repairing intelligent traffic system devices.
OR
- High School Diploma / GED
- Nine (9) years of experience. A minimum of five (5) years in monitoring or working on traffic signal system devices; Installing or testing intelligent traffic system devices; or Diagnosing or repairing intelligent traffic system devices.
Licenses, Certifications, and Other Requirements
Required
- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring
- Proof of automobile liability insurance
- Class A Driver License
- International Municipal Signal Association (IMSA) Traffic Signal Technician I Certification
- International Municipal Signal Association (IMSA) Traffic Signal Field Technician II Certification
Preferred
- International Municipal Signal Association (IMSA) Roadway Lighting Technician I Certification
