The city of Las Vegas invites applications for Environmental Compliance Inspector. This position performs a variety of field investigations, inspections, and other technical duties to support compliance with state, local and federal environmental regulations.
The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.

Distinguishing Characteristics
May focus on the publicly owned treatment works (POTW) pretreatment program and enforcing federal and state regulations and municipal codes governing discharge of pollutants into the city's sanitary sewer system. May also focus on the municipal separate storm sewer system (MS4) and enforcing federal and state regulations and municipal codes governing discharge of pollutants into the city's storm sewer system. In addition, all inspectors support the city's overall environmental compliance programs, which includes water quality, water conservation, air quality, hazardous materials/waste management and other environmental related support duties.
Supervision Received
Receives general supervision from higher level supervisory or management staff.
Examination Process:
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination.Falsification of information may result in disqualification from a recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.
Eligible List:
You must score 70% or higher on the examination to be placed on the eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.
Selection Process:
Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.
Essential Functions:
- Performs inspections of businesses, industries, construction sites, residential properties, storm channels and detention basins to determine compliance with federal regulations and municipal codes governing discharge of pollutants into the city's sanitary sewer and/or storm sewer systems; initiates violation and enforcement actions as necessary; performs follow-up inspections.
- Investigates alleged environmental violations, complaints, inquiries, and other incidents; interviews and gathers information from business and property owners, developers, city staff, the general public and other applicable sources; determines violations; documents findings; and takes required action.
- Performs sampling of water and wastewater from sanitary sewers, storm sewers, businesses, industries, ground waters, surface waters, and others; performs field sample analyses; collects, preserves and transports samples obtained from sampling activities to the laboratory; creates sampling schedules.
- Reviews monitoring reports from industries; reviews city monitoring results; reviews and interprets laboratory analysis data; determines compliance with permit requirements, federal regulations and municipal codes; contacts business representatives to discuss violations and compliance.
- Develops and maintains information and files on businesses and industrial users; researches business license information, telephone and services listings to identify industries requiring regulation; identifies potential or existing industry hazards; researches historical information pertaining to businesses, parcels, business licenses, sewer accounts and water consumption; performs compliance calculations; specifies discharge requirements for businesses and industries; reviews applications and other documentation and determines permitting requirements; reviews new business licenses for pretreatment approval; reviews and approves pretreatment plans; coordinates actions with other city departments and outside agencies.
- Prepares, issues and enforces wastewater contribution permits; writes compliance plans and enforcement actions, samples protocol lists, reports; prepares routine correspondence to businesses, industries and outside agencies; complies with city, state and federal reporting requirements for pretreatment and storm water programs.
- Prepares and processes billing information for fees related to the administration of the pretreatment and storm water programs; coordinates permittee and invoice changes with the Department of Finance and Business Services; inputs, updates and retrieves data from a variety of databases; generates reports as necessary.
- Maintains records and reports of permits, inspections, violations and sampling activities; operates a computer to process and acquire data relative to permits, inspections, laboratory analysis data or violations; drafts operational policies and procedures.
- Provides technical support to the Environmental Officer with the city's environmental programs such as: water quality, air quality, water conservation, hazardous materials/waste management, environmental document review, threatened and endangered species, natural resource management, chemical accident prevention, local/state/federal regulatory compliance, and contaminated soils and groundwater.
- Informs and educates city staff, business owners, community groups and the general public of environmental regulations and obligations; explains industrial waste regulation to members of business community and educate general public on environmental responsibility.
Marginal Functions:
- Stays abreast of current and new federal, state and local laws, regulations, compliance orders, court decisions and technology in the field of environmental compliance; reviews publications and related information.
- Represents the city in meetings with government agencies regarding regulatory issues pertaining to the area of assignment; coordinates special assignments with representatives from other agencies; participates in local, state and federal audits.
- Performs related duties and responsibilities as required.
Experience:
One year of environmental compliance experience in industrial wastewater pretreatment, industrial stormwater compliance, municipal wastewater treatment, or construction stormwater compliance.
Training:
Associate's degree from an accredited college or university with a major in chemistry, biology, environmental science, environmental studies, engineering, general physics, algebra, geometry, trigonometry, statistics or a field related to the essential functions.
A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.
License or Certificate
Possession of an appropriate, valid driver's license on the date of application, and maintenance thereafter.
Employee must attend training in work zone safety measures as requested by department management.
As a condition of continued employment, employees must acquire the following certification(s) by the date specified:
Possession of an Industrial Waste Inspector in Training certificate from the Nevada Water Environment Association within nine months of the date of appointment, and maintenance thereafter.
Possession of a Grade I Industrial Waste Inspector certificate from the Nevada Water Environment Association within 18 months of the date of appointment, and maintenance thereafter.
Possession of Occupational Safety and Health Administration (OSHA) 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) within six months of the date of appointment, and maintain certification thereafter.
Possession of the Qualified Compliance Inspector of Stormwater certification by StormwaterONE or equivalent within six months of date of appointment, and maintenance thereafter.
Knowledge of:

and channel locations within city jurisdiction.

COMPENSATION
Annual Base Pay Increases
- Negotiated as part of the collective bargaining process.

Retirement
- Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after)for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.
Deferred Compensation
- The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.
Medical, Dental and Vision Insurance
- Employees are covered the first of the month following date of employment. Five medical plans, two dental, and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.
Life and AD&D Insurance
- City provides $20,000 insurance at no cost.
- Additional voluntary life insurance and AD&D insurance available for purchase.

- City provides a long term disability policy:
- LTD: Employees who normally work at least 30 hours/week are eligible. Benefits may begin after 90 days of an approved disability leave. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
