GENERAL DESCRIPTION: Performs highly complex (senior-level) maintenance, repair and some minor remodel work, and supervise general maintenance, grounds maintenance, and custodial staff in the installation, care, and repair of various assigned state facilities and equipment. Supervise, plan, schedule, and/or perform facility maintenance and cleaning activities. Work is performed under limited supervision with considerable latitude for the exercise of initiative and independent judgment in work methods within the limits of applicable standards, rules, regulations, policies, and procedures.
The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversee, plan, assign, establish priorities, and supervise custodial, groundskeeper, maintenance and construction staff and ensure work standards, safety, licensing, and building regulations are met.
Perform complex maintenance, repair and some minor remodel work.
Oversee and participate in scheduled preventative maintenance programs.
Coordinate with other supervisors to ensure efficient use of labor and materials.
Coordinate and monitor the work of outside contractors and advise management of specifics of proposed or ongoing remodeling and repair projects, timelines, and maintain supporting records as necessary.
Conduct frequent and regular inspections of buildings, equipment, and grounds to identify needed repairs to buildings and/or grounds.
Sketch rough plans and designs for maintenance projects and provide advice to region officials regarding alternative methods of accomplishing needed work.
Prepare reports; maintain records of repair; and prepare estimates of work hours, materials. And resources required for projects.
Initiate requisitions for materials and supplies for projects.
May participate in the preparation of the budget.
Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from a standard senior high school or the equivalent. Formal technical training in one of the building trades is preferred or college a strong plus.
Experience – Four (4) or more years Facility Maintenance work experience in one (1) or more skilled trades (HVAC, electrical, frame or finish carpentry, plumbing, sanitation, painting, etc.) in construction and/or maintenance and repair of large office buildings, including six (6) months in a supervisory or team lead role. Two (2) years in a supervisory or team lead role is preferred.
Substitution Note: Technical school training in a skilled construction trade (HVAC, electrical, frame or finish carpentry, plumbing, sanitation, painting, etc.) may substitute for the required work experience with six (6) months of full-time training equal to one (1) year work experience up to a maximum of one (1) year of training. If training is used to substitute for the required experience the completed training certificate or transcript is required.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Critical Organizational Infrastructure requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Comprehensive knowledge of building maintenance/construction in designated skilled trades and some knowledge in other related building trades. Be able to read, analyze and interpret construction, blueprint and schematic documents, technical procedures, or building code regulations and have knowledge of building/life safety codes and safe workplace practices, such as lockout procedures. Basic understanding of building codes such as Fire Codes, American with Disabilities Act, etc. or ability to learn how they apply to facilities. Knowledge of firearm and ballistic safety procedures. Knowledge of local, state, and federal laws related to the affiliated program areas such as administration and management techniques, budget and procurement processes.
Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Maintenance Knowledge - Skill in the use of hand and power tools to accomplish tasks involved in maintenance, repair, dismantling, construction, refresh, and remodeling of the building structures. Knowledge of processes, procedures, methods, various standard materials, and supplies applicable to constructing, remodeling, maintaining, and repairing office buildings and other structures. Operate construction equipment (jack hammers, etc.) safely and effectively. Maintain and make minor repairs to tools, equipment, and machinery. Estimate materials requirements for repair or construction tasks and to apply proper methods, techniques, and procedures in accomplishing a wide variety of repair, renovation, and construction projects.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism; able to complete all aspects of assigned work order tasks on time, within budget, and at or exceeding quality standards.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Identify measures or indicators of program performance. Ability to envision different facility scenarios in the absence of information and to proactively react to rapidly changing customer requests.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work and promote working in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule – May be required to travel up to forty percent (40%) to remote agency facilities within the assigned regional area to accomplish repair, renovation, or restoration tasks as assigned and work other than normal hours to accomplish special projects and respond to off-hours maintenance emergencies.
