Job Summary
This position is located in the Human Resources Administration (HRA), Office of the Deputy Director for Administration (ODDA), Child and Family Services Agency (CFSA). The primary purpose of this position is to provide technical and administrative support and assistance in different areas in human resources functions including human resources policy and compliance, recruitment and selection, classification and compensation, training and development, employee relations, Human Resources Information System (HRIS), and employee benefits.

Duties And Responsibilities
The Human Resources Specialist duties and responsibilities include:

  • Coordinates and assists in performing thorough and complete background checks and random tests and develops and maintains a compliance database. Drafts human resources related policies and procedures.
  • Processes a full range of human resources actions in assigned program area. Coordinates operations of automated human resources data input and verification systems. Maintains filing systems and resolves inconsistencies in data and files.
  • Provides assistance to all walk-ins and telephone inquiries. Handles customer needs and elevates issues to the Specialist, Generalist, or Supervisor, as appropriate. Provides information to applicants and employees regarding benefits, policy information, and other human resources programs; eligibility for payroll deductions (retirement plan, union dues, health benefits); pay eligibility; and pay tables.
  • Coordinates the collection of data or materials which may be used for special studies or reports. Compiles and maintains procedural documentation for human resources operations.
  • Provides technical and administrative support in recruitment and selection including developing new vacancy announcements and applying qualification standards and Merit Promotion ranking procedures for a wide variety of positions. Participates in strategic staffing by researching and recommending recruitment methods, i.e., internet, newspapers, journals, Intranet.
  • Provides support in all areas of human resource management, to include employee on-boarding, classification, compensation, training, performance management, benefits enrollment, etc.
  • Performs other related duties as assigned.

Qualifications And Education
Must possess at least one (1) year of specialized experience equivalent to the grade 09 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, ability to provide both technical and administrative support and assistance in different areas in human resources functions including human resources policy and compliance, recruitment and selection, classification and compensation, training and development, employee relations, Human Resources Information System (HRIS), and employee benefits; or other similar duties.

OR
An equivalent combination of education, training, and experience.

Licenses and Certifications
Human resources related certification is highly preferred.

Working Conditions/Environment
The work is performed in an office setting.

Other Significant Factors
Tour of Duty:
Standard Tour of duty is from 8:15am – 4:45pm. Qualified candidates must be flexible when it comes to tour of duty.

Promotion Potential:
Career Ladder Promotion to Grade 12

Collective Bargaining Unit:
This position is not covered under the collective bargaining agreement.

Duration of Appointment:
Career Service (CS) – Regular

Pay, Plan, Series & Grade:
CS-201-11

Position Designation:
This position is deemed a "security" sensitive position pursuant to DCMR 6B Section 412 and is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.

Residency Preference:
Applicants claiming "Residency Preference will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.
