SUMMARY: With minimal direction from the Deputy Director-Finance and with the support of the Accounting Manager, is responsible for maintaining financial records requiring considerable knowledge of accounting principles and practices in a computerized environment. May be responsible for the analysis and accounting work in the General Ledger, Housing Assistance Payments, Accounts Payable, Accounts Receivable or Payroll areas.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties may include, but are not limited to those specifically related to the following functional areas.

Accounts Payable: Receives and processes vendor invoices for payment. Verifies proper authorization of invoices and cost allocation of expenses. Processes and distributes payments. Maintains accounts payable computer system and files relating vendor payments. Works with vendors and Authority employees regarding payment status and issues appropriate tax statements.

Housing Assistance Payments: Reviews and analyzes assisted housing tenant information for accuracy and processes and distributes payments. Posts and maintains HAP register. Maintains all landlord files relating to HAP payments including the computer system. Works with vendors and Authority employees regarding payment status and discrepancies. Prepares and processes required tax statements.

Payroll: Prepares and processes payroll and payroll related reports including those required quarterly and annually. Distributes cost allocations to the Authority's programs. Reconciles payroll accounts. Maintains vacation and sick leave accrual records.

Accounts Receivable: Responsible for maintaining computerized accounts receivable records. Audits all submitted work and produces month-end reports as required including delinquency reports, write-offs, Rental Assistance invoices and others as requested.

In addition may prepare a variety of statistical reports for governmental agencies and internal use; reconcile bank statements; monitor insurance policies; monitor and track agency contracts and prepare bank deposits. May assist partner Agencies with their Accounting functions. Performs other duties as required including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise balance the workload.
