Construction Security Manager
to strengthen our organization's security framework, specifically within the realm of construction projects involving sensitive and classified information systems. This role is vital for ensuring our construction projects adhere to stringent security protocols, safeguarding our classified systems against potential threats. Your expertise in secure construction practices, risk management, and regulatory compliance will be instrumental in maintaining the integrity of our physical and digital security environments.

Responsibilities

  • Oversee and ensure compliance with established security policies and procedures, particularly focusing on construction projects within sensitive environments
  • Conduct thorough security assessments and audits of construction sites, ensuring adherence to the ICD 705 Technical Specification and the specific security requirements of our clients
  • Develop and maintain Construction Security Standard Operating Procedures, aligning with USAF operational guidelines.
  • Implement stringent access control measures for construction sites, monitoring and documenting the construction process and integrating security features as per the Construction Security Plan (CSP)
  • Perform regular security inspections throughout the construction phase, addressing and mitigating any identified risks or violations to an acceptable level
  • Work directly to the PSO/GSSO/SSO on any security incidents or breaches, taking immediate actions for containment and resolution
  • Collaborate with project teams to develop and execute Security Concepts of Operations (CONOPS) for both domestic and international customer engagements, ensuring security integration from the ground up
  • Ensure strict compliance with DoD, ICD/DCID, ICD, and SAP policies, particularly in relation to construction security standards
  • Facilitate the safeguarding of Special Access Program (SAP), Sensitive Compartmented Information (SCI), and collateral data during construction activities
  • Provide continuous assessment and improvement of construction security procedures, identifying shortfalls and recommending policy, procedure, and system enhancements
  • Manage day-to-day security administration for construction projects, including visit requests, escort duties, document and media control, and security classification guidance
  • Develop, implement, and oversee the training of the Operations Security program for construction projects, ensuring all personnel are aware of and comply with security requirements
  • Offer guidance and oversight to contractors and subcontractor facilities, ensuring their operations meet or exceed security standards.
  • Conduct and document facility compliance reviews, coordinate security education, maintain proactive communication with stakeholders, both technical and management, regarding security matters. Generate briefing charts and body of evidence (BOE) as requested for facility accreditation

Requirements

  • A minimum of 3 years of experience in construction security management or a related field, with a Bachelor's degree preferred; equivalent experience may substitute for education
  • Demonstrated ability to work in dynamic environments and effectively interact with a wide range of DoD, military/civilian personnel, and industry partners
  • Self-driven, capable of maintaining high productivity and quality standards with minimal supervision. Security Professional Education Development (SPēD) Certification Program and Defense Security System training are highly desired
  • Deep familiarity with security policy/manuals and the appropriate guiding policy documents, especially as they relate to construction security
  • Proficient in the application of security standards to construction processes, including the handling and protection of CUI and classified information. Excellent communication skills, high moral character, and integrity, with the ability to liaise effectively with external agencies
  • Must possess an active Top Secret clearance
  • Compensation will be determined based on several factors, including relevant experience, education, skills, certifications, and market conditions, with an expected range of $100,000 to $125,000
