SUMMARY OF POSITION:

Maintains and balances records of all payments and fees received; greets and assists attorneys and their clients, District and County Court at Law Judges, county auditors and outside auditors and the public in person and on the telephone; prepares reports and documents; serves as court clerk; performs Passport Agent duties and issues process including writs that affect life and liberty and performs other duties as needed.

ORGANIZATIONAL RELATIONSHIPS:

Other: Has daily contact with County Attorney's office, Tax Office, District and County Court at Law Judges, Community Supervision, Department of Public Safety, Bureau of Vital Statistics and other federal, state and county offices, local law enforcement offices, attorneys and their clients and the general public.

ESSENTIALS DUTIES (EXAMPLES OF WORK)

· Documents and balances all payments and resolves any discrepancies that may be found;

· Updates and maintains receipt and disbursement ledgers, including ensuring that the receipt ledger balances with the case columnar at the end of each month;

· Performs customer service duties at the counter, including greeting the public and directing them appropriately, assisting attorneys with court documents, efiles documents and issues necessary process for all case types;

· Answers telephone, routes calls, and takes messages;

· Prepares a monthly report on case activity and statistics;

· Prepares a daily report in which all books are balanced and new registry accounts are created;

· Prepares and makes deposits for District Clerk's office;

· Files Attorney General cases (and other civil cases), including assessing court costs, issuing citations, precepts, writs, withholding orders, capias and alias capias, subpoenas, protective orders, temporary orders, executions (civil and criminal) and abstracts of judgment, state database reporting as required;

· Prepares monthly Attorney General Report;

· Prepares bills or costs;

· Communicates in person and by telephone with Attorney General, court personnel, other law enforcement agencies, and employers in order to process child support cases;

· Maintain current knowledge of statutes, rules and regulations relating to department responsibilities including Texas Local Government Code, Texas Rules of Court, Texas Codes of Civil and Criminal Procedures, Texas Family Code, Texas Property Code and local District and County Court at Law Rules; Administrative Code and the Texas Constitution.

· Updates records on new and old cases, enters and images (scans) archived documents into computer;

· Accesses microfilm/microfisch records;

· Performs record searches on civil and criminal cases;

· Serves as court clerk, including taking notes for the District Clerk's Office, administering oaths and following orders;

· Interacts with the general public in person, over the telephone, or through correspondence for resolution of questions or problems and for filing new cases and documents;

· Prepares and issues documents including writs, subpoenas, citations, capias and alias capias, temporary restraining orders, protective orders, execution of judgments, abstracts of judgments, and public notices;

· Creates files for new cases, including issuing a number to each new case, determining court fees, preparing receipts for payments, and typing out information for new case folders;

· Keeps updated accounting of cash bonds;

· Performs ministerial duties including signing and sealing documents, file stamping and oaths, opens and processes interoffice and U.S. mail, performs state database reporting as required;

· Collects civil and criminal fines and court costs, and issues receipts;

· Accepts and processes passport applications; and

· Performs other duties, including issuing legal process and performing clerical responsibilities, as needed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

· High school graduation, or its equivalent, plus at least three years of experience (preferably with a legal or government entity); or any equivalent combination of experience and training which provides the required knowledge, skills and abilities;

· Valid Texas Driver's License and available means of transportation;

· NCIC/TCIC Policy and Procedures Training Certificate from Texas Department of Public Safety;

· U.S. Department of State Passport Acceptance Agents Certification and STRADUS Training Certificate

Knowledge, Skills & Abilities:

Knowledge of: general office practices and procedures; advanced bookkeeping practices; government regulations, procedures, and legislation; civil and criminal judicial practices including Attorney General and State Disbursement Unit practices and procedures; word processing software, spreadsheet software; and computers.

Skill/Ability to: operate a computer and basic office equipment; handle the public in stressful and crisis situations; collect and analyze data; accurately balance accounts; manage time effectively; interpret policies and procedures; establish and maintain effective working relationships with co-workers, other county and state employees, parties to court cases, and the general public; understand and follow directions; communicate effectively both orally and in writing; be available to work after 5:00 p.m. and on weekends (occasionally); and perform simple and complex mathematical calculations and work well with interruptions
