Summary:
We are seeking an experienced and highly motivated Program Manager to lead a critical Defense Technology Integration Project. This role is pivotal in bringing cutting-edge defense technologies from concept to operational deployment, ensuring seamless integration into existing and future military systems. The Program Manager will be responsible for the full lifecycle management of complex integration initiatives, overseeing all aspects from technical development and testing to stakeholder engagement, budget control, and schedule adherence. This position requires a strategic thinker with a strong technical background, exceptional leadership skills, and a deep understanding of defense acquisition processes and secure technology integration.
Key Responsibilities:
- Program Leadership & Strategy:
- Develop and execute comprehensive program strategies and plans, including scope, objectives, schedules, budgets, resource allocation, and risk management strategies for specific mission space, hardware and software.
- Provide strategic direction and leadership to cross-functional teams, including RF/FPGA, mechanical, electrical and software engineers, agilests, logistics personnel, and support personnel.
- Define technical and program approach, ensuring alignment with organizational strategic objectives and customer requirements.
- Lead the development of program roadmaps, ensuring long-term vision and phased implementation.
Problem solve and steer technical personnel through decision/trade offs while maintaining an aggressive program schedule.
Technical Integration Oversight:
- Manage the integration of diverse defense technologies, including EW/EA, FPGA, sensors, radios, antenna and support HW ) for new mission space.
- Assess proposed solutions for mission impact, viability and risk.
- Oversee technical design, development, testing, and validation efforts, ensuring adherence to rigorous defense standards, cybersecurity protocols (e.g., DoD 8570, NIST CSF), and interoperability requirements.
- Collaborate closely with end users, subcontractors, and government agencies to ensure technical compatibility and successful system integration.
- Identify and mitigate technical risks, including obsolescence, interoperability challenges, and performance limitations.
Support make or buy decisions to include components and subsystems.
Stakeholder Management & Communication:
- Serve as the primary point of contact for government clients, key stakeholders, and senior leadership.
- Establish and maintain strong working relationships with all program stakeholders, including end-users, acquisition program offices, and industry partners.
- Prepare and deliver compelling program briefings, status reports, and technical documentation to diverse audiences.
Negotiate and resolve complex issues with clients and subcontractors, ensuring program success and maintaining positive relationships.
Financial & Contractual Management:
- Oversee program budgets, forecasts, and financial performance, ensuring fiscal responsibility and adherence to contractual obligations.
- Oversee contract compliance, deliverables, and reporting requirements.
- Identify and pursue new business opportunities, contributing to proposal development and capture efforts.
Manage subcontracts and vendor relationships, ensuring performance and cost-effectiveness.
Risk Management & Quality Assurance:
- Implement robust risk management processes, identifying potential risks, developing mitigation strategies, and tracking risk resolution.
- Ensure strict adherence to quality assurance standards, cybersecurity best practices, and regulatory compliance throughout the program lifecycle.
Lead root cause analysis and corrective action initiatives as needed.
Team Leadership & Development:
- Identify/refine staffing approach and stand up new team.
- Mentor and develop program staff, fostering a culture of collaboration, innovation, and continuous improvement.
- Conduct performance reviews and provide constructive feedback to team members.
- Foster an environment that encourages problem-solving, accountability, and professional growth.
Qualifications:
Education: Bachelor's degree in Engineering, Computer Science, or a related technical field. Master's degree preferred.
Experience:
- 10+ years of progressive experience in program management within the defense industry, with a focus on technology integration projects.
- Prior hands on technical/engineering experience, ideally with DOD system design, integration or RF-related disciplines
- Proven track record of successfully delivering complex, high-value defense programs on time and within budget.
- Extensive experience managing programs involving the integration of emerging technologies (e.g., AI, machine learning, cybersecurity, C5ISR, autonomous systems).
- Familiarity with the DoD acquisition lifecycle (e.g., DoD and relevant government contracting regulations (FAR, DFARS).
- Experience with Agile and Waterfall methodologies, with an emphasis on hybrid approaches for complex defense programs.
- Strong understanding of cybersecurity principles and compliance frameworks (e.g., NIST SP , CMMC).
Skills:
- Exceptional leadership, communication (written and verbal), and interpersonal skills.
- Strong analytical and problem-solving abilities.
- Demonstrated ability to manage multiple priorities and complex projects in a fast-paced environment.
- Proficiency in project management software (e.g., Microsoft Project, Jira) and collaboration tools.
- Ability to obtain and maintain a Top Secret/SCI clearance.
Physical Requirements:
- Ability to travel as required (up to 20%, depending on project phase and client needs).
- Standard office environment with occasional requirements to visit client sites, labs, or field environments.

Compensation and Benefits:
