SUMMARY:

Under the direction of the Vice President of Finance & Administration of Fort Worth Housing Solutions (FWHS), the Financial Analyst - Debt and Bond Management plays a critical role in assisting managing FWHS's complex debt portfolio and supporting all phases of bond issuance, compliance, reporting, and repayment planning. This position ensures the financial integrity and efficiency of FWHS's capital structure by coordinating with internal departments, external advisors, auditors, trustees and regulatory agencies to maintain accurate records, evaluate refinancing opportunities, and assist developing of funding strategies aligned with long term capital plan. The financial analyst will also assist in financial forecasting, capital planning, and development activities related to affordable housing initiatives.

Additionally, this role supports strategic financial planning through debt service forecasting, compliance tracking, ensuring timely payments and forecasting cashflow. It also plays a key role in preparing audit schedules, supporting the year-end close process, ensuring the accuracy of the general ledger regarding bond transactions, works close with the development team and accounting staff to ensure accurate, timely, and well-formatted financial deliverables. The position is ideal for someone who can work independently, troubleshoot issues, and streamline financial processes with minimal supervision.

Due to the complexity of the financial transactions of FWHS, the financial analyst must exercise professional judgement, initiative, and discretion in the decision-making process based on standards and recommendations established by the Governmental Accounting Standards Board (GASB), Committee of Sponsoring Organizations of the Tredway Commission (COSO), Government Finance Officers Association (GFOA) and Texas State of Board of Public Accountancy (TSBPA).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assist in the planning, structuring, sizing, and issuance of tax-exempt and taxable revenue bonds for affordable housing and/or capital improvement projects.

  • Coordinate and compile data for the preparation of official statements, continuing disclosure filings, and related documentation.

  • Track and manage all debt service schedules, ensuring timely and accurate repayment and accounting.

  • Prepare and maintain EEP (Estimated Expense and Payment) schedules for loan repayments and capital draws from bond proceeds or other funding sources.

  • Work closely with bond trustees and the VP of Finance & Administration to ensure accurate, timely reporting for EMMA (Electronic Municipal Market Access) and compliance with continuing disclosure obligations.

  • Maintain detailed records of bond proceeds, expenditures, arbitrage compliance, and refunding opportunities.

  • Monitor bond covenants and ensure compliance with applicable federal, state, and local laws (e.g., IRS, SEC, MSRB, GASB).

  • Analyze and forecast long-term debt obligations and cash flow needs related to capital projects and housing developments.

  • Develop, maintain, and reconcile multiple financial reports for both business-type and governmental funds.

  • Create dashboards and financial models to assess the impact of bond-funded projects, capital reserves, and interest rate scenarios.

  • Assist in the annual audit process by preparing reconciliations and responding to auditor inquiries related to debt and investments.

  • Support the development of multi-year capital improvement plans, integrating debt financing strategies.

  • Contribute to the annual budget development process by integrating debt service schedules, capital financing plans, and related financial metrics.

  • Evaluate the affordability and long-term sustainability of new and existing financing arrangements.

  • Serve as a primary liaison between FWHS and external bond counsel, financial advisors, underwriters, rating agencies, and regulatory bodies.

  • Collaborate regularly with bond trustees and the VP of Finance & Administration to ensure alignment in debt tracking, compliance monitoring, and timely submission of reporting to EMMA and other oversight entities.

  • Coordinate closely with the Development and Asset Management department to align debt planning, draw schedules, and capital funding with project milestones.

  • Develop and maintain accurate and up-to-date debt tracking systems, databases, and schedules.

  • Implement and ensure internal controls over debt-related transactions and financial reporting.

  • Leverage technology (Excel, ERP systems, financial software) to improve reporting accuracy and efficiency.

EDUCATION, LICENSES, AND CERTIFICATIONS:

  • A bachelor's degree in finance, accounting, public administration, economics or a related field from an accredited institution is required. Minimum five (5) years of experience in government finance, public debt administration, or bond issuance, preferably in a county, municipality or housing authority setting.

  • Must possess a valid Texas Driver's License and have a clean driving record (fewer than 3 moving violations in the last 3-year period) and must maintain licensure and clean driving record for the duration of employment and be eligible for coverage under FWHS's fleet insurance policy.

SKILLS AND EXPERIENCE:

  • Knowledge of public finance and municipal debt – including tax-exempt bonds, loans, and debt instruments
  • Strong understanding of governmental accounting standards (GASB),
  • Strong understanding of bond issuance processes, and post-issuance bond compliance
  • Strong understanding of debt service and amortization, debt covenant compliance, and applicable state and federal regulations

  • Knowledge of treasury and cash flow management, and financial modeling and forecasting

  • Ability to work independently, exercise initiative, coordinate several concurrent activities simultaneously, and to meet deadlines.
