Information Specialist IV

I. JOB SUMMARY
Performs advanced informational and communications work. Work involves coordinating the research, writing, editing, and production of informational programs and materials for release to news media and for use by the agency, the public, and other agencies; and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS
A. Manages the activities of Social Media staff; establishes program goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; plans, implements, coordinates, monitors, and evaluates program operations and services; and monitors compliance with agency policies and procedures, regulations, and program requirements.
B. Develops and refines the agency social media marketing plan; develops strategies and campaigns to improve social media presence; markets programs to improve and stimulate interest in agency programs; and monitors social media sites and prepares appropriate content and comments for posting.
C. Develops and implements techniques for evaluating program operations; oversees surveys and research studies; develops program policy and procedure manuals; and represents the program area at meetings, hearings, trials, conferences, seminars, and on boards, panels, and committees.
D. Oversees the preparation of required performance reports; and develops and evaluates budget requests, monitors budget expenditures, and makes adjustments as necessary.
E. Supervises the work of others; and provides technical guidance in the program areas.

III. MINIMUM QUALIFICATIONS
A. Education, Experience, and Training
1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Communications, Mass Communications, Journalism, Marketing, Public Relations, or a related field preferred. Each year of experience as described below in excess of the required two years may be substituted for thirty semester hours from an accredited college or university on a year -for-year basis.
2. Two years full-time, wage-earning journalism, marketing, public relations, content production, or social media experience.
3. Experience in the use of Adobe Creative Suite, or equivalent software preferred.
4. Experience in the supervision of employees preferred.
B. Knowledge and Skills
1. Knowledge of the principles and practices of program administration and management.
2. Knowledge of social media platforms to include Facebook, Linkedin, Google+, X, Flickr, YouTube, Instagram, and emerging platforms.
3. Knowledge of Adobe Creative Suite.
4. Knowledge of applicable state and federal laws, rules, regulations, and statutes.
5. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
6. Skill to communicate ideas and instructions clearly and concisely.
7. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
8. Skill to interpret and apply rules, regulations, policies, and procedures.
9. Skill in administrative problem-solving techniques.
10. Skill in the use of computers and related equipment in a stand-alone or local area network environment.
11. Skill to review technical data and prepare technical reports.
12. Skill in public address.
13. Skill to oversee program activities.
14. Skill to establish goals and objectives.
15. Skill to develop and evaluate administrative policies and procedures.
16. Skill to supervise the work of others.
IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION
A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
B. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
C. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
