SENIOR ASSOCIATE DIRECTOR:

Under the direction of the Vice-President, shall perform highly responsible administrative technical and supervisory work with complex and varied duties pertaining to the operations and functions of the division.

MINIMUM QUALIFICATIONS:

  • Master's degree in business management, business administration, public administration, or closely related field, or master's degree in social service field such as Sociology, Psychology, Human Services, Criminal Justice, Child Development.

  • Minimum of eight (8) years of responsible administrative experience – with four (4) of those years directly supervising programs, staff and contracts - or any combination of education and experience to equal 16 years as documented by past employment relating to supervision of staff, operations and functions.

  • Ability to exercise judgment and discretion in interpreting department policy and staff supervision matters.

  • Ability to organize personnel and operations to accomplish project goals within established time limitations.

  • Broad knowledge of rules, regulations, and policy applicable in the processing or completion of business details.

DUTIES & RESPONSIBILITIES (Not Inclusive):

  • Formulates and defines operational and administrative guidelines for the program assigned.
  • Formulates and defines programming guidelines for the program.
  • Works with the YDI finance department in preparing and revising operating budgets.

  • Supervises and authorizes all expenditures of project funds for each assigned program.

  • Prepares funding requests and grants as applicable to the operations of the division. Must have demonstrated experience in grant/proposal writing.
  • Assists in the writing of policies and procedures for assigned programs within the division.
  • Will provide direct supervision for the Program Manager.
  • Will review and approve all required reports done by the Program Manager.
  • Will develop a program specific Quality Assurance plan and conduct monthly Quality Assurance file reviews.
  • Will participate in bi-weekly senior management meetings.
  • Will ensure compliance with any database required by the funder.
  • Will ensure compliance with the YDI Electronic Medical Record (EMRBear) by program staff.
  • Will participate in task forces and committees as required by funding sources or as assigned by the Vice Presidents.
  • Provides comments for City Council and/or Legislative Sub Committees as directed by the Vice Presidents.
  • Determines and supervises in-house and other training activities in regard to program staff.
  • Implement board policies, Youth Development Inc. regulations, performance standards, and state and local licensing requirements if applicable.
  • Responsible for developing a plan for contract compliance per funding scope of work for assigned program.
  • Will conduct monthly reviews of the plan and progress towards meeting contract goals.
  • Will participate in Senior Executive management meetings as assigned by the Vice Presidents.
  • Will actively support the YDI mission and participate in all designated strategic planning meetings.
  • Other duties as assigned.

JOB CHARACTERISTICS/PHYSICAL DEMANDS:

This position is exempt from overtime provisions of the Fair Labor Standards Act. This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with Youth Development, Inc. employees, community residents, parents and local government agencies. Strict adherence is required to all regulations concerning confidentiality.

Background investigation to include fingerprinting will be required.

Physical and TB Skin test is required upon hire and may be required intermittently.

Frequent travel is required by employee and proof of satisfactory car insurance is required.

Must be able to perform essential job duties with or without reasonable accommodation.

Youth Development, Inc. is an at-will employer. This job is contingent upon funding; however, the availability of funding is not a guarantee of continued employment, nor does it imply any specific term of employment.
