Primary Function: Serve as the senior technical lead (team of up to 10) and task order manager responsible for end-to-end delivery of U.S. Government customer's enterprise Microsoft 365 (M365) automation and certificate management capabilities, including planning, architecture oversight, integration, security/governance coordination, quality control, and customer reporting.

The Information Systems Engineer, Lead is the Contractor's senior technical authority and primary point of accountability for performance under the task order. This individual leads a multi-disciplinary M365 engineering team supporting enterprise certificate management automation within the Federal Customer's Microsoft 365 tenant. The Lead provides architectural direction, ensures secure and compliant engineering execution, manages technical risks, and delivers required program artifacts (Project Management Plan, Integrated Master Schedule, bi-weekly/monthly status reports). The role is also the primary interface with the Federal Customer's COR/OCO for planning, prioritization, and issue resolution.

Requirements:

Technical Leadership & Solution Delivery

  • Lead design, development, testing, implementation, and sustainment of enterprise certificate management automation capabilities within the Federal Customer's M365 ecosystem.
  • Provide technical direction to Developers, Architecture Consultants, Technical Consultants, Security Specialist, and QA/Assurance Analyst.
  • Ensure engineering outputs meet PWS task requirements across Power Platform, M365 services, integration, and automation.
  • Drive technical decision-making on automation approaches, integration patterns, and deployment methods.

Architecture & Integration Oversight

  • Coordinate solution architecture across M365 components (e.g., Power Platform, SharePoint Online, Teams, OneDrive, Exchange Online, Azure/Entra-integrated services) as relevant to certificate automation workflows.
  • Oversee integration strategy for certificate management automation with enterprise identity/security services, connectors, and governance requirements.
  • Ensure architectural consistency, scalability, reliability, and maintainability of delivered automation capabilities.

Security, Governance & Compliance

  • Ensure all automation and development activities conform to Federal Customer's security governance, privacy protections, and tenant policies.
  • Collaborate with Security Specialist to validate secure design, access control alignment, auditability, and compliance readiness.
  • Enforce least-privilege access patterns and secure development practices for all solution components.

Program Management & Reporting (Embedded PM Duties)

  • Develop and maintain the Project Management Plan (PMP) and Integrated Master Schedule (IMS) required during Transition-In and execution.
  • Serve as one of the Contractor's two required Points of Contact, acting as the primary COR interface.
  • Provide routine bi-weekly and monthly consolidated status reports covering progress, deliverables, risks, mitigations, and schedule performance.
  • Track and manage risks, issues, dependencies, and action items; escalate impacts early with recommended resolutions.

Quality Assurance & Delivery Control

  • Establish and enforce technical quality standards for development, testing, documentation, and deployment.
  • Coordinate with the QA/Assurance Analyst to ensure test planning, defect management, regression validation, and release readiness.
  • Conduct technical reviews of all deliverables to confirm completeness, accuracy, and usability.

Transition-In / Transition-Out Execution

  • Lead Transition-In activities: knowledge transfer, onboarding coordination, environment familiarization, and delivery planning.
  • Ensure continuity through Transition-Out planning, documentation, and handoff artifacts as required.

Required Qualifications

  • Bachelor's, Master's degree (preferred) in a technical field (e.g., Computer Science, Information Systems, Engineering, Cybersecurity) is recommended.
  • 5 years minimum (8+ years preferred) experience.
  • Demonstrated senior-level experience engineering solutions in Microsoft 365 enterprise tenants, including governance and secure integration.
  • Strong technical background in Power Platform (Power Apps, Power Automate, Power BI) and M365 ecosystem services.
  • Proven ability to lead development, testing, and implementation of automation solutions in regulated/federal environments.
  • Hands-on expertise with secure integration and automation using PowerShell scripting and .NET / C# / ASP.Net MVC (or comparable modern frameworks).
  • Experience producing and managing program artifacts such as PMPs, IMS schedules, and executive-level status reporting.
  • Excellent communication and leadership skills, including stakeholder engagement with Government technical and program counterparts.
  • Holds at least one active security certification from the list below: CISSP, CCSP, or CompTIA Security+.
  • Holds at least one active Microsoft certification relevant to M365/Power Platform/Identity from the list below.

Minimum Certification Requirements

  • PMP, CompTIA Project+, or similar.

Minimum Security Certifications (Minimum: at least ONE required)

  • CISSP – Certified Information Systems Security Professional
  • CCSP – Certified Cloud Security Professional
  • CompTIA Security+

Microsoft Certifications (Minimum: at least ONE required; more strongly preferred)

  • MS-102 – Microsoft 365 Administrator Expert
  • PL-600 – Power Platform Solution Architect Expert
  • SC-300 – Microsoft Identity and Access Administrator (Entra ID/Azure AD)
  • PL-400 – Power Platform Developer Associate
  • MS-600 – Microsoft 365 Developer Associate

Preferred Qualifications

  • Experience with certificate lifecycle automation / PKI-adjacent solutions in cloud or hybrid enterprise environments.
  • Familiarity with federal security frameworks (e.g., FISMA, NIST and enterprise identity systems.
  • Prior performance leading automation or modernization efforts within large government tenants.
  • Multiple Microsoft certifications and/or advanced cloud security certifications.

Salary & Requirements:

  • US Citizenship and Federal Background Investigation checks required.
  • Remote with government furnished equipment. However, applicant will need to be able to attend monthly client meetings in DC. So local to DC, VA, MD.
