Position Summary

Survival House is a new ASAM 3.1 Clinically Managed Residential Treatment Program committed to helping individuals build a strong foundation for long-term recovery. We are seeking an experienced and dedicated Clinical Director to lead the development and delivery of all clinical services within our program.

The Clinical Director will oversee clinical operations, ensure COMAR compliance, supervise counseling staff, and enhance the quality of care provided to residents. This role will work closely with the Program Director, counseling team, case managers, peer recovery specialists, and external partners (IOP, MAT providers, and mental health services) to create a cohesive, person-centered treatment environment.

The ideal candidate is a compassionate leader with strong clinical expertise who is passionate about building a high-impact program from the ground up and guiding residents toward successful, sustainable recovery.

Clinical Leadership & Program Development

  • Develop and implement all clinical policies, protocols, workflows, and documentation tools for a new ASAM 3.1 program
  • Ensure full compliance with COMAR 10.63, ASAM criteria, and Maryland behavioral health regulations
  • Create clinical programming, group schedules, curriculum, and treatment service structure
  • Oversee treatment planning, assessments, and discharge planning processes
  • Coordinate with external IOP, MAT, and mental health providers

Staff Supervision & Training

  • Provide clinical supervision to counselors, interns, case managers, and peer recovery staff
  • Ensure staff maintain accurate, timely, and clinically appropriate documentation
  • Conduct team meetings, case reviews, trainings, and performance evaluations
  • Support professional development and ensure adherence to ethical standards

Client Care Oversight

  • Support the delivery of high-quality, evidence-based clinical services
  • Ensure that all residents receive individualized treatment plans, updates, and progress evaluations
  • Participate in crisis intervention planning and critical incident response
  • Monitor client progress, barriers, goals, and overall treatment engagement

Documentation, Compliance & Quality Assurance

  • Oversee all clinical documentation:
  • Assessments
  • Treatment plans
  • Progress notes
  • Discharge summaries
  • Group notes
  • Conduct ongoing chart audits and quality improvement reviews
  • Prepare program for state licensing inspections and accreditation (if pursued)
  • Maintain HIPAA compliance and client confidentiality

Collaboration & Interagency Coordination

  • Build strong working relationships with:
  • MAT clinics
  • IOP/OP providers
  • Hospitals
  • Courts and probation
  • Community organizations
  • Participate in multidisciplinary care planning meetings
  • Advocate for client needs and ensure smooth care transitions

Required Qualifications

  • LCPC, LCSW-C, or equivalent fully licensed clinician in Maryland
  • Minimum 3–5 years of experience in substance use treatment, behavioral health, or residential services
  • Experience supervising clinical staff
  • Strong understanding of ASAM 3.1 level of care and COMAR regulations
  • Excellent documentation and organizational skills
  • Ability to lead a clinical team with clarity, structure, and compassion

Preferred Qualifications

  • Experience opening a new treatment program
  • Experience in trauma-informed care, motivational interviewing, or co-occurring disorders
  • Certification in addictions (CAC-AD, CSC-AD, or related)
  • Familiarity with Medicaid documentation and billing standards

Work Environment

  • Full-time, on-site leadership position
  • Must be comfortable in a fast-paced start-up environment
  • May require occasional on-call responsibilities for urgent clinical issues
