JOB DESCRIPTION

POSITION SUMMARY:

The Program Director is responsible for the overall administration, leadership, and performance of the Inpatient Substance Use Disorder (SUD) Treatment Program(s). This includes clinical oversight, program development, regulatory compliance, staffing, and ensuring the delivery of high-quality, evidence-based care. The Program Director ensures that services align with organizational values and meet all federal, state, and accreditation standards. This position plays a key role in strategic planning, quality improvement, and collaboration with external stakeholders.

DUTIES AND RESPONSIBILITIES

Program Leadership & Administration

  • Oversee the daily operations of the inpatient/residential SUD treatment facility, ensuring efficient and effective program delivery.
  • Develop and implement policies, procedures, and program protocols in line with best practices and regulatory standards.
  • Ensure program compliance with federal andstateregulations, including licensing, billing requirements, and accreditation standards (e.g., CARF, The Joint Commission).
  • Monitor program performance metrics, client outcomes, and staff productivity to drive continuous improvement.

Clinical Oversight & Quality Assurance

  • Ensure services are trauma-informed, client-centered, and aligned with ASAM levels of care and clinical best practices.
  • Supervise and support the Clinical Director and/or senior clinical staff to ensure high-quality treatment planning, documentation, and client care.
  • Implement systems for clinical quality assurance, audits, and corrective action plans as needed.

Staff Supervision & Development

  • Hire, train, supervise, and evaluate program staff, including clinical, administrative, and support teams.
  • Foster a positive work culture that promotes staff retention, professional growth, and teamwork.
  • Ensure staff receive ongoing training in areas such as SUD treatment modalities, documentation standards, and cultural competence.

Client & Family Engagement

  • Ensure client satisfaction, safety, and rights are prioritized across the program.
  • Develop family involvement strategies to support client recovery and discharge planning.

Financial & Strategic Management

  • Manage the program budget, including staffing levels, supply procurement, and revenue goals.
  • Collaborate with leadership on program expansion, contracts, grants, and service innovation.
  • Ensureaccuratebilling andutilizationmanagement in coordination with finance or billing departments.

Community & Stakeholder Relations

  • Represent the program in community partnerships, regulatory meetings, funder relationships, and external audits.
  • Build andmaintainreferral relationships with hospitals, courts, community organizations, and outpatient providers.
  • Perform other duties as assigned

EXPERIENCE AND QUALIFICATIONS

  • Independent Clinical level licensure: LPC, LICSW,CAC, RNwith approved supervisor certification (if applicable)
  • Master's Degree in Clinical Social Work, Psychology, Counseling, or related field
  • Minimum 5 years of experience in community-based behavioral health or SUD treatment, with at least 2 yearsina leadershipor administrative role.
  • Knowledge ofthe ConsumerCulture
  • Current CPR certification
  • Experience with Electronic Medical Record Systems such as Credible, GAINS, LOCUS and/or ICAM's highly preferred
  • Experience working with DC Government community resources,agenciesand/or social services
  • Working knowledge of medical terminology, HIPAAand 42CFRregulations,ICDand CPT coding highly preferred
  • ProficientcomputerskillsinMicrosoftOutlookandotherstandardsoftwareapplications.
  • LegallyauthorizedtoworkintheU.S.A.
