The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC

Responsibilities:

SPA is seeking an outgoing, detail oriented, self-starter to provide technical and programmatic support within the Team Submarine In-Service Program Office. The System Engineer will support TEAMSUB in managing logistics processes and digital systems, including cloud platforms, to support technical documentation and resources essential for system acquisition, operation, and sustainment.

Responsibilities include advising on IT, Cybersecurity, and Information Assurance, ensuring document compatibility, system standards, and efficient data integration. Specific areas of responsibility include:

  • Analyze and mitigate risks impacting Logistics Technical Data (LTD) during the transition from legacy systems to Model-Based Product Support (MBPS).
  • Coordinate and document Integrated Product Support meetings, including briefs, minutes, action items, and milestones.
  • Lead the TEAMSUB MBPS Working Group, overseeing system transitions and sustainment issue resolutions.
  • Collaborate with teams to manage acquisition, maintenance, and operations of shipboard and shore-based logistics systems and applications.
  • Oversee the migration of submarine logistics, technical data, and LTD functions to MBPS applications.
  • Facilitate user account setup and track metrics for MBPS stakeholders.
  • Address IT-related logistics challenges and cyber certifications for shipboard and shore-based systems.
  • Establish and maintain classified network logistics tools like Web ATIS.
  • Manage cybersecurity compliance for logistics systems across submarine operations.
  • Utilize software programming skills to support the transition and integration of legacy systems into modern platforms.

This position is located at the client site in the Washington Navy Yard, with potential for light telework.

Qualifications:

Required Qualifications:

  • Bachelor's Degree in a technical or a related field
  • 5+ years' experience in engineering or technical program analysis, preferably supporting NAVSEA or similar adjacent organizations
  • Experience chairing or leading dispersed technical working groups or teams.
  • Experience in creating briefings for senior leadership on metrics, issues, and potential resolutions.
  • Experience working with and coordinating with a Navy Planning Yards, contractors, and NAVSEA field activities.
  • Strong verbal/presentation and written communication skills.
  • Experience with IT Cyber Security requirements

Additional Qualifications Desired, but not required:

  • Knowledge of DoD and NAVSEA policies, military standards, and logistics practices related to product support, digital transformation, and technical data management.
  • Experience with IT projects, including data migration, modernization, and compliance with enterprise-level systems and standards.
  • Familiarity with Navy acquisition processes, Integrated Product Support (IPS), and submarine sustainment.
  • Understanding of Navy correspondence, records management, and security classification protocols.
  • Proficiency with Microsoft Office and familiarity with Navy-specific IT tools for logistics and acquisition support.
