Senior Manager of Subcontracts

Position Title: Sr. Manager of SubcontractsLocation: Tampa, FLDepartment: Supply ChainThe Senior Manager of Subcontracts will be responsible for managing and overseeing the full lifecycle of subcontracts and purchasing in support of defense and commercial programs. This includes solicitation, negotiation, award, administration, and closeout of subcontracts, as well as the development of procurement strategies to align with corporate objectives and ensure successful program performance. The ideal candidate will ensure compliance with government regulations, applicable law and corporate policies while maintaining effective relationships with subcontractors, suppliers and internal stakeholders.Responsibilities:Leadership:Lead team of subcontracts and purchasing personnel to ensure high performance. Ensure personnel meet company objectives, and coach and mentor in support of career satisfaction and progression.Lead with humility and compassion and set expectations for compliance and performance.The Subcontracts and Supply Chain team, led by the Sr Manager of Subcontracts, will be responsible for the following:Solicitation and Source Selection:Issue Requests for Information (RFI), Requests for Proposals (RFPs) and Requests for Quotations (RFQs) to potential subcontractors.Evaluate responses, proposals and quotations, conduct source selection, negotiate terms and conditions, perform cost/price analysis etc.Subcontract and Purchase Order Award and Administration:Draft, review, and negotiate subcontract agreements and purchase orders, ensuring compliance with FAR/DFAR and other regulatory requirements.Administer subcontracts and purchase orders, including modifications, ensuring timely delivery, quality, and performance.Ensure change management principles are upheld.Compliance and Risk Management:Ensure adherence to all applicable laws, regulations, and internal policies.Identify and mitigate risks associated with subcontracts, including financial, schedule, and performance risks.Supplier Relationship Management:Establish and maintain strong relationships with subcontractors and suppliers, acting as the primary point of contact.Resolve issues and disputes, facilitating effective communication and collaboration between subcontractors/suppliers and internal teams.Documentation and Reporting:Maintain accurate and complete subcontract files and records.Prepare and present reports on subcontract status, performance, and compliance to management.Continuous Improvement:Participate in process improvement initiatives to enhance subcontracting practices and efficiency.Stay current with industry trends, best practices, and regulatory changes.Cross-Functional Collaboration: Work closely with engineering, program management, planning, contracts, and other departmentsRequired Qualifications:Education:Bachelor's degree in Business Administration, Supply Chain Management, or a related field.Experience:Minimum of 10 years' experience in subcontract administration, procurement, or supply chain management, preferably in the defense or aerospace industry.3 years people management/leadership.Proven experience with FAR/DFAR and government contracting.Preferable that candidate has experience on modernization or facilitation programs in support of the DODSkills:Strong negotiation and analytical skills.Excellent written and verbal communication skills.Proficiency in Microsoft Office Suite and ERP software systems.Ability to manage multiple priorities and work effectively under pressure.Acts with integrity, works collaboratively, and supports continual improvement.Preferred Qualifications:Advanced degree or professional certification (e.g., CPSM, CPCM) is a plus.Other Requirements:Travel:
