The SCA's Building Code Compliance Division (BCC) promotes the safety and welfare of the New York City students, staff, and the general public by ensuring compliance with NYC Codes and Zoning regulations. Enhancing quality by providing technical support and ongoing training seminars to SCA Construction Management. BCC carries out the mission of the New York City Department of Buildings (DOB) in accordance with the Memorandum of Understanding through the highly qualified professional staff of plan examiners and inspectors. Facilitating efficient processing of Buildings Department plan reviews, permits, and sign-offs to achieve timely completion of school projects.
Job Description SummaryThe Engineer - C is responsible for performing work in a variety of assignments and technical roles, as needed, and manages team members and/or contractors on projects to achieve the objectives of the Authority.Job DescriptionResponsibilities include:
Works as a project leader on multiple, complex construction projects and major design and exploration programs to plan, assign, direct, manage, and supervise the work of stakeholders such as Engineers, Architects, Quality Assurance Specialists, Technical Inspectors, Associate Engineers, Associate Architects, and Architectural/Engineering Technicians, resolving any problems that occur.
Manages multiple projects simultaneously.
Ensures compliance to codes, standards, and that the project is completed on schedule.
Performs design review of work prepared by other engineers/architects.
Assists in preparing new design standards and procedures.
May coordinate the work of consulting firms and/or individual consultants on projects.
May be required to sign, seal and file engineering drawings.
Perform related tasks.
Division Specific Responsibilities:
Works in the Building Code Compliance Division to ensure compliance with all building codes, zoning resolutions and applicable local laws.
Interprets zoning and building codes and may review and resolve interpretation concerns.
Utilizes the NYC DOB NOW system for approvals permits and inspections.
Utilizes Bluebeam and One Drive application for examining marking up drawings and returning to applicant electronically.
Issues written objections based on plan review to the design professionals (such as engineers and architects) and works with them to resolve the objections to obtain approval from the Division.
Examines plans and applications for compliance submitted by applicant Architects and Engineers.
Signs and seals exhibits attesting to full code compliance of all documents.
May review zoning waiver requests and code reconsiderations and directs applicants in resolving highly complex zoning and code issues.
Reviews new building applications for constructions logistics, temporary egress, public protection and other NYC agency approvals.
Generates requirements for permits, close out and required inspections and may direct staff in the processing of documents, preparing reports, researching data and interpreting regulations.
Represents the BCC Division as needed in meetings with in house staff as well as outside consulting firms to insure proper procedures are followed.
May assist in reviews completed by plan examiner, and take on special projects for the Chief plan examiner or Director.
Communicates with other stakeholders to coordinate work activities, including attending meetings and providing expert knowledge in building code.
Assists in the Department of Buildings (DOB) Permits and DOB Job Close-Out phases by reviewing relevant documents and directing relevant personnel.
Researches solutions to building codes and zoning issues and creates reports.
Performs related tasks.
May perform the duties of Engineer - B:
Design and review construction documents, per applicable construction codes, for Capital Improvement Projects.
Coordinate among the engineering disciplines and between drawings and specification, to ensure compliance with code and SCA standard.
Address RFI's, perform site visits to meet with stakeholders, and review shop drawings to ensure conformance with design.
May direct other internal stakeholders such as Engineers, Architects, Quality Assurance Specialists, Technical Inspectors, Associate Engineers and Associate Architects, and Architectural/Engineering Technicians, works on multiple more complex design and construction projects such as new schools, modernizations, additions, leased spaces, and CIP projects.
May operate as a project leader on capital improvement projects.
May be required to sign, seal and file engineering drawings.
May act as a team leader in a department to train and develop internal staff in a specific engineering discipline.
Provides mentoring for professional development of junior level employees.
May train newly assigned staff, as well as outside consultants, on SCA standards and procedures.

May perform the duties of Engineer - A:
Provide overall coordination for in-house design projects.
Perform and/or supervises the preparation of scope, pre-schematic, schematic, preliminary and construction documents including reports, calculations, drawings, and specifications.
Work with a wide range of technical, professional, managerial and support personnel as well as outside consultants, contractors, vendors, and various government agencies.
May function as a project leader reporting to an Engineer/Architect B or Engineer/Architect C, Managing Architect, Managing Engineer, or Director to plan and coordinate work with other Engineers and Architects.
May direct Associate Engineers/Architects and Architectural/Engineering Technicians, and/or Technical Inspectors working on several less complex design and construction projects, such as new schools, modernizations, additions, leased space, and CIP projects.
Perform design review of work prepared by other engineers/architects.
Monitor the progress of the construction phase of the project.
Conduct site observations.
Prepare field reports.
Supervise the review of contractor's submittals.
Review reports.
Perform design review of work for engineering portions of multiple projects.
Perform review for either Capital Improvement Projects (CIP) or Line Projects.
Maintain and develops general understanding of architectural and engineering principles.
May be required to sign, seal and file engineering drawings.
Perform related tasks.
Education and Experience
- NYS Professional Engineer License.
- Baccalaureate Degree + Six Years of post-licensure experience as a Professional Engineer.
- Three years as a project engineer, project team leader, or comparable title.

Subject to the provisions of the Collective Bargaining Agreement, the appointment rate for any newly hired employee, or employees with less than two years of active City or SCA service, shall be 15% less than the applicable incumbent rate or step.

This can be any combination of pre-licensure and post licensure work as long as the post-licensure experience requirement is met. Plumbing and Drainage: six years of full time paid post-licensure experience in plumbing and drainage work as a Professional Engineer; three years must be as a project engineer; project team, or squad leader; or a comparable level of responsibility; a minimum of ten years total experience specializing in plumbing and drainage work. This can be any combination of pre-licensure and post-licensure work as long as the post-licensure experience requirement is met. Structural: six years of full time paid post-licensure experience in structural work as a Professional Engineer; three years must be as a project engineer; project team, or squad leader; or a comparable level of responsibility. a minimum of ten years total experience specializing in structural work.
