THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE.

Location: 2415 N, Monroe Street, Tallahassee, FL 32303.

Some travel may be required.

This is a full-time position working 40 hours per week.

Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.

Salary range is $70,000-$75,000 annually, depending on experience and qualifications

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

The incumbent is a member of the DCF DSNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.

Required Minimum Qualifications:

  • At least 2 years of supervisor/management experience OR at least 3 years of contract management experience in a lead role.

  • At least 2 years of direct contract management experience with a Government Agency.

  • Completion of Florida Certified Contract Manager Certification (FCCM). A copy of your certification will be requested.

Preference will be given to applicants who have:

  • Working knowledge and experience using MyFloridaMarketPlace (MFMP) applications (i.e., AOD-NextGen, Buyer, Vendor Information Portal, etc.).
  • Formal and informal procurement experience with a Government Agency.

  • Contract Management or Contract Administration experience with a Government Agency.

  • Two (2) or more years of supervisor or management experience.

  • Two (2) or more years of direct contract management experience.
  • Completion of Florida Certified Contract Negotiator Certification (FCCN). A copy of your certification will be requested.

Role Overview:

The Florida Department of Children and Families is seeking a highly qualified individual to serve as a Contract Manager Supervisor within the Office of Economic Self Sufficiency. This leadership role is responsible for overseeing the full lifecycle of contracts within the unit, ensuring compliance with departmental policies, and upholding high standards of quality and accountability. The supervisor manages contract personnel, ensuring they receive appropriate training and support to effectively handle increasingly complex contract activities. This includes guiding staff through contract planning, drafting, routing, and quality assurance processes. Serving as the primary liaison between the program unit and other departmental divisions such as Legal, Contract Oversight, and Program and Policy, the supervisor responds to complex inquiries and facilitates resolution of contract related issues. This role also involves participation in federal and state audits, including pre-monitoring activities and the development of corrective action plans. Additionally, the supervisor designs and maintains systems for tracking and analyzing contract performance, expenditures, and compliance; reviews provider deliverables, budgets, invoices, site visits, and corrective actions; and prepares reports on contract status and performance metrics. The position contributes to internal management meetings and provider performance reviews and provides expert review and guidance on solicitation documents including Requests for Proposals (RFPs), Invitations to Negotiate (ITNs), Requests for Information (RFIs), Memorandums of Understanding (MOUs), and Interagency Agreements.
