Job Descriptions and Duties:
The Family Engagement and Empowerment Division (FEED) California Department of Social Services (COSS) is seeking critical thinkers who can identify and improve county operations in focusing on Able-Bodied Adult Without Dependents (ABAWD), are highly motivated self- starters, and possess excellent written and oral communication skills. If you enjoy collaborating with county partners and other stakeholders to find ways to streamline processes to make them more efficient, this is the perfect position for you. We have flexible schedules in a hybrid (remote/ telework and on campus) work environment.
The ABAWD Management Evaluation (ME) Section Chief leads a CalFresh ME section, supervising statewide teams, directing resources, and overseeing policies and operations. The Section Chief analyze county ABAWD processes, identify improvement opportunities, and implement solutions.
The role requires strong leadership, effective communication, stakeholder collaboration, and strategic planning. The Section Chief works closely with COSS leadership, counties, and experts to evaluate processes, develop policies, and establish implementation plans, road maps, and metrics to ensure operational improvements.
The incumbent sets program vision, manages resources and reporting, ensures county compliance, and drives process improvements. The Section Chief analyze data, oversee corrective actions, and deliver CalFresh training to enhance staff and county performance while establishing best practices for consistent, efficient operations.
This is a 12-month limited term position and may be extended to a maximum of 24-months and/or may become permanent based on operational needs.

This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.
Please note: Regular commute is not compensable.

The Family Engagement and Empowerment Division (FEED) provides essential financial, food, and education and training support to individuals and families. The Division comprises three branches, the CalWORKs and Family Resiliency Branch, the CalFresh and Nutrition Branch, and the Child and Adult Care Food Program.
Within the CalFresh Branch, under CalFresh Operations Management Evaluation (ME), this position is located in the ME Section, whose mission is to assess and improve county operational compliance and service quality for the CalFresh program.

- Experience using Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, MS Teams, and SharePoint.
