Under supervision (Parking Enforcement Officer I) or general supervision (Parking Enforcement Officer II), provides general assistance for a limited period of time in support of assigned operations including, but not limited to: enforce city, state and county motor vehicle, parking and animal control laws, ordinances, codes and regulations; interact with the public in regard to enforcement issues and general information matters; service and maintain parking enforcement equipment, such as meters, parking machines and signs; and perform related duties as assigned.

Seasonal Workers may work for a limited period of time or on a regular part-time schedule throughout the year. However, Seasonal Workers may not exceed 1,300 hours of paid time within a fiscal year (July 1 - June 30).

Parking Enforcement Officer I
Examples of essential duties include
- Patrol streets and beaches on foot, bike or by vehicle; gives warnings; issues citations for vehicles illegally parked. Provides information to the public regarding parking, City geography, and animal regulations.
- Prepares reports and maintains action logs regarding parking enforcement;Â
- Assists in the installation cleaning and light maintenance on parking meters and parking machines; assists in maintaining vehicles, equipment and department facilities.
- Prepares and issues parking citations in accordance with the Del Mar Municipal Code and State law.Â

Advancement to the "II" level is based on demonstrated proficiency in performing the assigned functions, and is at the discretion of higher level supervisory or management staff.

Parking Enforcement Officer II

In addition to the duties listed for the Parking Enforcement Officer I, the following apply:
- Employees within this class are distinguished from the Parking Enforcement Officer I by the performance of the full range of duties as assigned.Â
- Employees at this level receive limited instruction or assistance, and are aware of the operating procedures and policies of the work unit.
- Employees in this class are flexibly staffed and are normally filled by advancement from the Parking Enforcement Officer I level.
- Parking Enforcement Officer II is expected to participate in on-the-job training of new-hires, demonstrating safe use of bikes, coverage of various beats and other peer leadership functions.Â
- Positions in this class are highly-skilled seasonal supervisory staff. The distinguishing roles of this position include off-season work and job commitment, advanced knowledge of specialized skills, training, and increased training y roles.
- Higher level of responsibilities may include collecting coin and cash from meters and pay machines and filling change machines.Â
- May also be assigned to general maintenance and basic repairs of bikes and e-bikes.Â
- Periodically assists with posting cite payments and preparing associated reports
Knowledge of
State, county and city vehicle, parking and animal laws, codes, ordinances and practices; procedures, terminology and techniques to operate two-way radios.
Ability to
Interpret, apply, explain and enforce laws, codes and ordinances related to parking and animal enforcement; exercise sound judgment within established guidelines and supervisory direction; analyze situations and determine appropriate course of action; prepare clear and concise correspondence; establish and maintain effective working relationships with staff, public and other governmental agencies; communicate effectively both orally and in writing; prepare and maintain clear, concise and accurate documentation; and be able to respond professionally while under physical duress to difficult customers who may be argumentative, demanding, rude and/or confrontational and insulting. And safely use a pedal and/or electric motor assisted bike.
Must be able to walk two miles in 30 minutes, then after a brief rest, repeat the two miles for another three sequences. Following a longer rest of approximately 20 minutes, ride a bike for up to three hours with reasonable rest periods. Patrols as described are often performed in warm sunny conditions sometimes with moderate winds.

Parking Enforcement Officer I
Training and Experience
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent.
Minimum Qualifications
A valid California driver's license, Class C, with a satisfactory driving record.

Parking Enforcement Officer II
Training and Experience
At least two years of similar experience performing the full range of Parking Enforcement duties or two seasons of related part-time seasonal employment with a minimum of 800 hours paid work with the City of Del Mar or similar work performed for a minimum of 800 hours at an acceptable level with another agency.
Minimum Qualifications
A valid California driver's license, Class C, with a satisfactory driving record. Â
