General Description

Responsible for overseeing the repair and maintenance of all facilities and grounds. Supports leads and trains assigned Buildings and Grounds personnel including custodians equipment operator/maintenance workers and trades workers. Work includes administrative tasks such as special event coordination; supervising a divisional budget contracts supervision and small project supervision. Skilled routine maintenance of City buildings properties other facilities and equipment including the maintenance repair alteration and construction of fixtures equipment and facilities. Considerable tact and courtesy required as position requires frequent contact with contractors other City staff and the general public. Work is evaluated through quality of work timeliness of assignment completion performance of subordinates and results obtained. This is an essential emergency operation position and subject to emergency hold over and/or call out.

Essential Job Functions
  1. Maintains schedules of assigned personnel; approves leave and overtime requests; addresses disciplinary matters; prepares performance evaluations for assigned staff; responsible for coaching/ counseling/ training of assigned personnel; instructs personnel in equipment safety; operation; and maintenance.

  2. Responsible for ensuring City-owned facilities and grounds are repaired; maintained; and cleaned in accordance with established standards. This includes but is not limited to custodial duties; grounds keeping; building maintenance such as air conditioning; roofing; painting; etc.; management and inventory of issued keys; re-keying locks; programming locks.

  3. Manages buildings and grounds related maintenance contracts such as mowing; pest control; etc.; ensures maintenance responsibilities are met for other miscellaneous contracts/ leases i.e.; recreation contracts; building leases; etc.

  4. Assists in preparation and control of the division budget; research and solicit quotes for various Buildings and Grounds purchases as required.

  5. Coordinates activities with other departments including set-up and clean-up of City facilities that have been reserved in support of City-wide activities or individual citizen rentals; participates on planning committees and assists with preparations for and ensuring staffing of City special events; may be required to attend special events and oversee activities.

  6. Responds to inquiries from other city staff; county and state personnel; and concerned citizens; maintains records associated with complaints/problems and resolutions; work orders; etc.

  7. Performs general building maintenance and repairs including carpentry; plumbing; electrical; roofing and HVAC.

  8. Performs safety inspections and general repairs on parks; playground equipment and other facilities.

  9. Performs other duties as may be assigned.

  10. This position is designated as an essential position and is required to respond as needed during declared emergency or upon assignment to an emergency response team/crew.

Minimum Qualifications

Education and Experience:

High school diploma or possession of an acceptable equivalency diploma required with a Bachelor's Degree in Business or similar with application of knowledge in a business/municipal setting preferred. Minimum of five (5) years of related experience including (2) years' of supervisory experience. Five (5) years' experience in construction/repair and trades maintenance.

(A comparable amount of training; education or experience can be substituted for the minimum qualifications.) Licenses;

Certifications or Registrations:

Valid Florida Driver's License. Possession or the ability to obtain FEMA ICS-100 and ICS-700 certifications within 6 months of hire.

Knowledge; Skills and Abilities:

Knowledge of business English; spelling; punctuation in order to prepare documents; compose letters; etc.

Knowledge of occupational hazards as well as safety precautions of the work place.

Knowledge of Public Works operations.

Ability to plan; inspect; evaluate; and supervise the work of others.

Ability to train and instruct others.

Ability to effectively communicate both verbally and in writing.

Ability to prepare written reports and keep records.

Ability to read and comprehend City policies; Union contracts; and Department procedures and practices.

Ability to master the use of specific programs as required; i.e. Excel; Word; Access; and others.

Interpersonal skills and ability to establish and maintain effective working relationships with employees; city officials; other city; county; and state personnel; contractors; and the public.

Advanced computer skills.

Knowledge to perform general building maintenance and repairs including carpentry; plumbing; electrical; roofing and HVAC.

Knowledge to perform safety inspections and general repairs on parks; playground equipment and other facilities.
