Description

The Parent Partnership Strategy invests in direct services to families and children with a focus on maternal and child health, birth equity, integration, parent and community engagement and policy and advocacy. Under general direction, the Senior Program Manager, Parent Partnership plans, organizes, and manages the work of staff and/or subcontracted partners supporting a program which provides services to targeted populations/groups within the County for First 5 Alameda County (Agency). Program management responsibilities encompass designing, developing, and implementing high profile, strategic program services; providing technical assistance, capacity building, and coaching for program participants and staff members; developing and monitoring significant funding and program expenditures; using data to recommend and implement program goals and objectives, and ensuring program compliance with mandated requirements.    

  • Plans, manages, and oversees the daily functions, operations, and activities of the strategy, assuring that programming is implemented as planned and contract compliance requirements are met.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of programs, service delivery methods, and procedures.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for perinatal, maternal and child health, and early childhood concrete supports.
  • Remains up to date on program innovations and changing needs within the 0-3 maternal and child health space.
  • Coordinates, streamlines, and integrates with First 5 strategies.
  • Leads planning, coordination, and execution of complex projects and initiatives within the strategy, ensuring deliverables, timelines, and budgets are met while maintaining alignment with program goals and compliance requirements.
  • Builds and maintains positive relationships with parents, community leaders, partner agencies, and advocacy groups.
  • Develops strategies and facilitates groups to ensure parent voice informs investments, program design, and policy efforts.
  • Crafts written materials, including program recommendations and briefs for decisionmakers, with a keen eye for detail, maintaining high standards of quality.
  • Represents First 5 in meetings with community partners and community members, as appropriate.
  • Works with other leadership staff on strategy integration for planning and coordination efforts.
  • Tracks and analyzes relevant policy developments at local, state, and federal levels.
  • Researches and reviews reports, legislation, and literature reviews on birth equity and maternal and child health to align data collection, reporting, and programmatic frameworks.
  • Collaborates with stakeholders to advance equity-focused policy solutions.
  • Participates in the development, administration, and oversight of parent partnership program budgets.
  • Oversees Parent Partnership and related contracts and grants, ensuring deliverables, compliance, and fiscal accountability.
  • Develops contracts and MOUs for Parent Partnership programs as needed.
  • Addresses questions and concerns from contractors, First 5 staff, and community members; and raises concerns to leadership.
  • Prepares presentations, reports, and associated materials for diverse audiences.
  • Collaborates with Communications to promote Parent Partnership programs and resources.
  • Collaborates and coordinates with data and evaluation staff on the evaluation of Parent Partnership investments
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of parent partnership programs, service delivery methods, and procedures.
  • Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to leadership.  
Qualifications

Minimum Qualification:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  Additional experience and/or education can be substituted to meet typical qualifications. A typical way to obtain the required qualifications would be:

  • Six(6) years of increasingly responsible experience in program management, administration, and development specific to the program area of assignment and completion of a bachelor's degree from an accredited college or university with major coursework in Maternal & Child Health, Community Health & Advocacy, Public Health, or a closely related field applicable to the position.

Additional relevant work experience may be substituted to meet the college coursework/bachelor's degree standard.

Must have the ability to travel within Alameda County as necessary to carry out job duties.

Knowledge of:

  • Administrative principles and practices, including goal setting, program development, implementation, evaluation, and project management.
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility.
  • Organization and management practices as applied to the development, analysis, and evaluation of perinatal and early childhood programs and operational needs of the assigned department.
  • Recent and ongoing developments, current literature, and legislative activities relevant to maternal and child health.
  • Record-keeping principles and procedures.
  • The perinatal period including pre-pregnancy, birth, postpartum and the newborn experience.
  • Outreach, navigation, communication, and other activities designed to reach families in need of available services.
  • Reflective supervision and discussion techniques.
  • Ethnically and culturally diverse communities, particularly those in Alameda County.
  • Local Alameda County community resources available to families.
  • CalAIM, Enhanced Care Management, and other state and federal initiatives designed to improve health outcomes for Medi-Cal eligible families.
  • Engagement strategies for effective community outreach and engagement.
  • SmartSheet project management tool preferred.
  • The challenges that low-income and underrepresented families face.

Ability to:

  • Recommend and implement goals, objectives, and practices for providing effective and efficient programs.
  • Develop and strengthen systems, process, and partnerships that promote integration, coordination, and sustainability across programs and community initiatives supporting families and young children.
  • Plan, organize, manage, and direct program activities.
  • Prepare complex funding applications, financial reports, evaluations, and narrative reports.
  • Manage and monitor complex projects; on-time and within budget.
  • Plan, organize, assign, review, and evaluate the work of staff; train staff in work procedures.
  • Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations.
  • Evaluate and develop improvements in operations, procedures, policies, or methods.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Effectively represent the department and the agency in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.
  • Prepare and track budgets.
  • Balance relationships across multiple-sector service partnerships.
  • Effectively communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Please note

We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested.

All First 5 employees must live and work in California.

The salary range for this position is $110,000 to $159,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
