We currently have an opening for an IT Contracts Specialist

This position may be eligible for hybrid remote work in accordance with state policy and the agency's remote work program but does require weekly onsite work

The IT Contracts Specialist will be responsible for developing, reviewing, analyzing, evaluating and approving high-level, complex, and Project-designated IT requests and solicitation documents for State entities. This employee will utilize available procurement resources and best procurement practices; utilize technical writing skills and procurement lifecycle knowledge to review and approve documents developed by State entities.

Key Responsibilities

  • Reviewing, editing, and making recommendations on IFB's, RFQ's and Amendments
  • Overseeing the evaluation of offers and award recommendations
  • Establishing and maintaining contracts
  • Assisting in the resolution of contract disputes
  • Interpreting applicable laws, rules, and policies to agency personnel, contractors and Vendors
  • Conducting market research to stay abreast of changes in technology
  • Building and maintaining strategic work relationships across multiple agencies and with external organizations, contractors, and vendors

About The Division
The Statewide IT Procurement Office is responsible for the procurement and oversight of information technology procurements and contracts for State entities including the following major roles: Conduct IT procurements to support the needs of the State. Conduct statewide procurements of IT hardware (Volume Purchasing), software (Enterprise License Agreements), and services based on the aggregated demand of the State. Ensure compliance with requirements of procurement laws and regulations for information technology, including compliance with and negotiation of contract terms and conditions for Enterprise License Agreements, hardware, software and service contacts. Review, modify and approve/reject State entity solicitations that do not adhere to State policies and guidelines involving legal terms and conditions, project management, technical architecture, security and other standards as required. Provide contract management, vendor management, negotiations, monitoring, oversight and administration for all statewide contracts for IT hardware, software and services. Provide procurement advisory services, technical assistance and formal training on IT procurement, including best practices for writing IT bids and specifications, contract management, negotiations, vendor management.

Knowledge Skills And Abilities/Management Preferences
The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Experience in purchasing or procurement in a government entity
  • Experience negotiating contracts

Minimum Education And Experience

Bachelor's degree in business or related area from an appropriately accredited institution and two years of progressively responsible experience in the area of procurement and contract administration related to the solicitation, negotiation, and award of contracts, preferably in information technology and/or public sector environments;

OR
Associate degree in business or related area from an appropriately accredited institution and four years of experience in the area of procurement and contract administration related to the solicitation, negotiation, and award of contracts, preferably in information technology and/or public sector environments; or an equivalent combination of education and experience.
