The Programmer Analyst (Advanced) will perform a wide range of services to formulate and define systems scope and objectives based on user needs and an expert understanding of information technology, business processes, and industry requirements. This role will participate in the implementation, upgrade, enhancement, and conversion of business and technical IT solutions. The Programmer Analyst (Advanced) will use appropriate tools to analyze, identify, and resolve business or technical problems, develop performance metrics, and prepare database or system technical documentation for users and stakeholders. Additional responsibilities include preparing technical reports and related documents, delivering presentations and briefings, and confirming and prioritizing project plans and deliverables in collaboration with supervisors and stakeholders.

Education and Experience Requirements:

• Minimum of 3 years of experience in computer science, information systems development, information technology, or a related field/environment
• Hands-on experience in software, systems, and/or database development, maintenance, testing, analysis, and management in a multi-platform environment

Required Skills and Competencies:

• Excellent computer, computer networks, and database skills
• Expertise in database development, analysis, and management
• Proficiency in conducting complex analyses of quantitative and qualitative data from various sources and results reporting
• Experience with computer network application packages and various database applications
• Knowledge of statistical data analysis and data management software (e.g., SPSS)
• Understanding of statistical and research methodologies
• Experience migrating data between systems, databases, and networks to Access and/or Excel
• Ability to develop and implement standard operating procedures (internal controls) for computer networks and databases
• Advanced proficiency in Microsoft Office Suite and ability to learn new software and database applications
• Exceptional organizational and multi-tasking abilities in a fast-paced environment
• Excellent written and verbal communication skills for technical documentation, reports, presentations, and briefings
• Strong analytical, critical thinking, and problem-solving capabilities
• Ability to work independently with minimal supervision and as part of a team

Desired Skills and Competencies:

• MCSE, CISSP, and PMP certifications are desirable
• Foreign language skills are preferred but not required
• Knowledge of program administration, oversight, and monitoring procedures
