DUTIES

SUMMARY

Manages, plans, organizes, and implements the care, development, and education of typically and atypically developing children ages birth to 5 years old. Ensures overall program compliance with and carries out CII policies and procedures, Early Head Start (EHS) and/or Head Start Program Performance Standards and Regulations, CA Department of Education, Child Development Division funding terms and conditions, Title 5 regulations and Title 22 Community Care Licensing regulations.

ESSENTIAL DUTIES

  • Uses independent judgment and discretion to plan and administer an EHS/HS and/or CDE program for children and families; independently manages program to implement and support ECS philosophies, policies, goals and have a measurable impact on improving program quality and outcomes for children.
  • Determines and implements procedures and methods to manages the monitoring and compliance with applicable local, state, federal rules and regulations and standards related to education and early childhood development, as well as with applicable health, safety regulations.
  • Manages and supervises employees in their daily duties, including completion of daily records of each child's attendance, health and behavior, reports of suspicions of child abuse or neglect, and communicates this information to appropriate content area specialists or Family Service Workers.
  • Manages the physical condition of the facility where assigned.
  • Identifies facility issues that impede a high quality of services, personally remedies situations as appropriate and brings all other issues to the attention of Operations to ensure a speedy resolution.
  • Analyzes and evaluates employees and practices of center-based program.
  • Prepares employee performance reviews and corrective action plans as required.
  • Operates with little or no supervision.
  • Creates and implements practices and methods to promotes an atmosphere that actively embraces diversity; addresses any form of prejudice and promotes understanding of all cultures among enrolled children and staff.
  • In collaboration with the ECS Manager, investigates any child or staff incidents, ensures that all agency/licensing forms are complete, and notifies appropriate authorities within the required timeframes.
  • Develops and maintains effective working relationships with parents, Policy Council or committee representatives, community agencies, other staff, as well as enhancement of volunteer participation, representing CII and the ECS program to the community and others as needed.

ADDITIONAL DUTIES

  • Participates in the annual program self-assessment and audits from funding sources.
  • Adheres to family-style meal requirements.
  • Ensures meal counts are recorded at the point of services.
  • Maintains working knowledge of current practices and research in the early childhood education field through reading, participation in seminars and other educational opportunities and personal contacts/memberships in the field.
  • Other duties and special projects as assigned.

SUPERVISORY RESPONSIBILITIES

  • Is responsible for the overall direction, coordination, and evaluation of the direct reports, using independent judgment and discretion.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • This job supervises: Teachers; Assistant Teachers.

QUALIFICATIONS

EDUCATION & EXPERIENCE

  • 2-4 years of experience in positions of progressive responsibility in an early childhood education setting.
  • Bachelor's degree in Early Childhood Education, Child Development or a related field from a four-year university required.
  • 15 Hours of Preventative Health and Safety or certified copies of transcripts that identifies the number of hours and the specific course(s) taken for training in preventative health practices within 30 days of hire.
  • Community Care Licensing Director's Orientation within 30 days of hire.
  • For Site Supervisor with EHS, a minimum of 3 Infant/Toddler units to start, with a total of six units attained before one year in the position.

OTHER QUALIFICATIONS

  • Ability to work with minimal supervision.
  • Bilingual Spanish & English speaking preferred.
  • reliable transportation to and from worksites as needed.
  • Ability to handle confidential information.
  • Maintains patient privacy, including protecting the confidentiality, safeguarding the integrity and availability, and limiting the use and disclosure of patient Protected Health Information (PHI) to authorized individuals and entities.
  • Participates in, conducts, and sustains performance quality improvement activities according to designated role and responsibilities.
  • Sensitivity to service population's cultural and socioeconomic characteristics.
  • Excellent verbal and written communication skills.
  • Punctual and dependable attendance.

CERTIFICATES, LICENSES, REGISTRATIONS

  • A Site Supervisor Permit or higher from the California Commission on Teacher Credentialing required.
  • CLASS Certification is required to be maintained at all times. If the new hire does not possess this, it must be attained within six months of hire and maintained thereafter.
  • Pediatric First Aid and CPR required within 30 days of hire.

COMPUTER SKILLS

  • Must have intermediate knowledge of computer programs in a Windows environment.

COMPENSATION:

$68,640.00 USD - $78,936.00 USD

In accordance with California law, the expected pay range for this position is included in this posting. The actual compensation will be determined based on factors permitted by law. New hires will be offered a salary at the starting point of the range to maintain internal inequity and allow opportunity for future salary growth. CII salaries are determined based on comprehensive internal and external market analysis, as well as the skills, education, and experience relevant to each position.
