Description

SCOPE

The Executive Director serves as the Chief Executive Operations Officer providing strategic and operational leadership for Central Oregon Collective (COC) and overseeing all aspects of the organization's daily operations. This position ensures the organization fulfills its mission, vision, and core values by providing support services to adult individuals with intellectual and/or developmental disabilities.  The Executive Director maintains financial stability, fosters a positive and engaged workforce and builds strong relationships with community partners. This role is  also responsible for implementing and upholding operational and administrative policies and procedures, and for ensuring compliance with all applicable state regulations related to the services provided by COC.

ESSENTIAL JOB RESPONSIBILITIES

This position is critical to ensuring smooth, compliant, and fiscally sound operations. The Executive Director will be responsible for the following:

  • Serve as Chief Executive Operations Officer of Central Oregon Collective
  • Provide day-to-day leadership and decision-making aligned with COC's mission, vision and values
  • Develop and sustain community programs, services, and financial stability
  • Design and implement effective policies, systems and strategic plans that advance the organization's goals
  • Collaborate with the Director of Finance to develop and manage the annual budget; maintain fiscal integrity within approved guidelines and keep the Board up to date on budget issues
  • Oversees the organization's financial management in partnership with the Board, ensuring sound fiscal practices, transparency, and alignment with strategic goals
  • Ensure resident stability and quality services
  • Recruit, train, develop and supervise competent staff in collaboration with Human Resources
  • Ensures the Board receives accurate and timely information on all programs, operations, and organizational matters—providing regular reports in advance of meetings and prompt updates on significant developments affecting the organization.
  • Oversee Oregon Department of Human Services (ODHS) Office of Developmental Disabilities Services (ODDS) licensing, certification and endorsement process across all programs
    • Respond to ODHS licensing inquiries, including items related to endorsements, renewals, Plans of Correction (POCs), exit interviews, and complaints.
    • Maintain compliance with all program OAR requirements, best practices, and regulations

OTHER RESPONSIBILITIES INCLUDE (but not limited to)

  • Serve as a professional advisor to the Board of Directors
  • Lead organizational and community events to strengthen engagement and visibility
  • Maintain and expand relationships with partners, funders, and other stakeholders
  • Act as an advocate for resident rights in the COC programs, and through collaboration with local and state agencies
Qualifications
  • Demonstrated business acumen in the IDD field as shown by one of the following:
    • Bachelor's Degree, plus 2 years in the IDD field including at least 1 year in a supervisor capacity  or four years of experience in the IDD field in Oregon may substitute for a bachelor's degree;  or
    • Six or more years of leadership experience in the IDD field with demonstrated authority to exercise independent judgment
  • Possess or obtain an Oregon Medicaid Agency Orientation Certificate within 90 days of employment.
  • Strong knowledge of Oregon Administrative Rules (OARs) and regulatory requirements that affect our industry
  • Proven ability to manage budgets, profit and loss statements, and optimize revenue
  • Experience sustaining and growing programs or organizations
  • Excellent verbal and communication skills
  • The ability to effectively coach and lead a team to great success
  • Pass Criminal History Background Check, and pre-employment drug screening
  • Possess a valid Oregon Driver's License
  • Must be insurable by COC's auto insurance carrier to drive agency vehicles
