Position Summary

Lumenor Consulting Group is seeking an experienced Contract Administrator to support the Washington Metropolitan Area Transit Authority (WMATA) within the Contract Support and Market Outreach (CSMO) division. This role provides specialized procurement, contract management, and change order support for large-scale infrastructure projects, including those delivered through Design-Build (DB), Construction Manager at Risk (CMAR), and Public-Private Partnership (P3) models.

The ideal candidate brings deep experience navigating public-sector contracting environments, managing complex change orders, and ensuring adherence to federal, state, and agency-specific procurement requirements.

Key Responsibilities

  • Draft, review, and negotiate contract documents tailored to alternative delivery frameworks (DB, CMAR, and P3).
  • Collaborate with internal and external stakeholders to ensure contract terms align with project goals and compliance requirements.
  • Manage and process contractor change orders and claims for large-scale engineering or construction projects.
  • Conduct contract administration activities throughout the lifecycle—from solicitation and award through performance and closeout.
  • Maintain meticulous documentation and ensure adherence to applicable regulations, including WMATA policies and federal procurement guidelines.
  • Support market research, planning reviews, and contract strategy development as part of the CSMO team.
  • Prepare reports, track contractual actions, and maintain contract files in accordance with agency standards.
  • Develop and distribute customer/user surveys in support of continuous improvement initiatives.

Required Qualifications

  • Bachelor's degree in engineering, construction management, business, accounting, technology, or a related field.
  • Minimum 5–10 years of experience in contract administration within the transit, infrastructure, or public-sector construction environment.
  • At least 3 years supporting alternative delivery procurements (DB, CMAR, P3).
  • Demonstrated experience handling change orders, contractor claims, and complex contract negotiations.
  • Strong understanding of public-sector procurement principles and regulatory frameworks.
  • Proficiency in Microsoft Office Suite.
  • Excellent written and verbal communication skills, with strong attention to detail.
  • Experience working in a government or quasi-government environment.

Preferred Qualifications

  • Familiarity with the Brooks Act, Buy America Act, and FTA procurement regulations.
  • Professional certifications such as Certified Professional Public Buyer (CPPB) or Certified Procurement Professional (CPP).
  • Advanced degree or equivalent combination of education and experience.

Work Environment & Location

  • Hybrid work schedule, Monday–Friday
  • Standard hours: 8:00 AM – 5:00 PM EST
  • Onsite work may be performed at:

  • Eisenhower HQ – 2401 Mill Road, Alexandria, VA

Pay: $95, $120,000.00 per year
