Senior Budget Analyst

SUMMARY:
Under the supervision of the Deputy Chief Financial Officer, performs a variety of activities designed to provide budget support such as monitors court revenue and expenditures, prepares financial reports, budget requests and projections, statistical reporting and other duties as required. This title may be assigned within any of the various units within the Budget and Finance Department.
ESSENTIAL FUNCTIONS:
• Performs budget forecast modelling, advanced statistical analysis and data queries to compare the actual results with the budgeted predictions and determine allocation of general operating expenditures/revenues to achieve the budget targets
• Assists with spreadsheet design, analysis of data linking and formula integrity
• Assists with the creation of the annual budget book for court related divisions
• Prepares budget, amendments, line item transfers, and projections and monitors budgeted line items, including payroll fringe rates.
• Develop, implement and collaborate with court divisions heads to prepare and review departmental budget proposals
• Performs cost-benefit analyses to determine the best course of action or approach preparing the annual operating and capital improvement program budget
• Assists with maintaining position control budgets to track salary amounts budgeted for each position
• Prepares internal financial reports (monthly, quarterly, annual) and supports year-end close-out, including general ledger and grant requirements. Contributes to gathering data for the Court's Cost Allocation Plan.
• Performs the assignment of account codes or categories to purchase requisition items and payment requests in a diverse array of departments and projects to identify the purpose of the expense, reasonableness of the amount, funding available, the department it pertains to, and other relevant information
• Evaluates budget proposals and requests for funding, monitors spending trends and assist with future financial planning needs.
• Assists in financial systems conversions, improvements and recommendations for improving financial systems and procedures.
• Assists in maintaining current knowledge of organizational policies and procedures, financial systems, federal and state policies and directives and current accounting standards.
• Serves as lead worker in the absence of the Deputy Chief Financial Officer (DCFO).
• Assists DCFO in training, education and development of staff performing budget related duties.
• Performs related duties as assigned.
QUALIFICATIONS, LICENSES AND CERTIFICATIONS:
• Bachelor's degree in Finance or Accounting, or related field.
• Three (3) years of professional budgeting or accounting experience within the last five (5) years.
• Experience commensurate with the job that demonstrates the required skills and competencies may be considered in lieu of education requirement(s).
• General knowledge of government finance, budgeting, auditing, and relevant computer applications.
• Proficiency in MS Office Suite and relevant Court software.
• Experience with Oracle ERP and Oracle EPM, preferred but not required.

• Working knowledge of court processes and procedures (preferred).
PHYSICAL REQUIREMENTS:
• Must be able to remain in a stationary position for long periods of time to perform job functions.
• Must be able to lift 25 lbs.
Additional Requirements:
• Successful completion of criminal and IV-D background check, fingerprinting and rechecks.

Grant funded positions are contingent on availability of grant funding and may be terminated should funding substantially reduce or cease. The affected employee may be considered as a candidate for other vacant positions within the Court for which they are qualified.
