SUMMARY:

The Technology Analyst, GIS is responsible for the analysis, administration, and maintenance of the Geographic Information Systems (GIS) enterprise environment, which is vital to public safety and emergency response. This role ensures the integrity and accuracy of location-based data used in critical systems, including Computer Aided Dispatch (CAD) and Records Management (RMS). Responsibilities span the full spectrum of GIS work, from daily data maintenance and quality assurance to advanced spatial analysis, application development, and enterprise system administration. This role scales in complexity and scope across multiple levels (Associate, Analyst, Senior) and serves as a technical, customer-oriented position with agency-wide impact.

ESSENTIAL FUNCTIONS:

GIS Data Management & Integrity

  • Perform spatial editing, data entry, quality assurance, and comparison tasks to maintain and update GIS databases supporting CAD, RMS, and 911 systems.
  • Review, manage, and integrate external and internal GIS data sources, ensuring a high level of accuracy for address and street data.
  • Research and correct data discrepancies, resolve address problems with partner agencies, and document all changes for historical recordkeeping.
  • Design, maintain, and update the GIS database structure for efficient location verification and 911 operations.

GIS System Administration & Support

  • Serve as an administrator for the agency's GIS Enterprise Environment, including ArcGIS Server and Portal.
  • Manage system architecture, schedule and perform server upgrades and patching, monitor performance, and ensure the high availability and security of GIS services.
  • Provide expert technical support to internal staff and external partner agencies on GIS requests, including data extractions, map products, and applications.

Analysis, Mapping, & Development

  • Perform complex GIS analysis, such as geo-coding, spatial analysis, and modeling, using a variety of data sources.
  • Develop scripts (e.g., Python) to automate geoprocessing tasks and work with geographic data sources.
  • Program, maintain, and support GIS dashboards and web applications using the GIS Enterprise environment.
  • Produce professional electronic and paper mapping products as needed.

Stakeholder Collaboration & Communication

  • Coordinate with municipal GIS officials and partner agencies regarding updates to local and county GIS data systems.
  • Act as a technical point of contact for stakeholders regarding GIS data and system functionality.
  • Serve as a representative for Pierce County in statewide and regional GIS coordination efforts and workgroups as assigned.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Proficient in GIS technologies, including spatial analysis, geoprocessing, modeling, scripting (e.g., Python), SQL querying, and mapping using the ArcGIS platform (ArcGIS Pro, ArcGIS Enterprise, and mobile/web applications).
  • Demonstrated ability to exercise independent judgment in problem-solving, analyze technical issues, and determine effective solutions quickly.
  • Strong organizational and time management skills, with the ability to manage interruptions and prioritize tasks in a dynamic environment.
  • Ability to communicate efficiently and effectively both orally and in writing using tact and courtesy.
  • Ability to work independently and collaboratively to support complex GIS operations and data workflows.
  • Skilled in using standard business software, including Microsoft Office and relational databases.

EDUCATION AND EXPERIENCE:

Education: A Bachelor's degree in Geography or in a science or technology field with significant application in GIS is preferred.

Experience: Three years of applied professional experience in the application and use of GIS technology. Additional related education may substitute year-for-year for the required experience.

Certifications: Professional certifications such as GISP (Certified GIS Professional) and/or ESRI ArcGIS Pro Professional (EAPP) are highly desired.

  • Level I: Associate Technology Analyst, GIS

  • Focus: Learning and execution of defined tasks under supervision.

  • Scope: Performs routine data entry, quality assurance checks, and spatial edits. Produces basic maps and provides Tier 1 support for GIS requests. Works with clearly defined procedures.
  • Experience: 0-3 years of relevant experience.

  • Level II: Technology Analyst, GIS

  • Focus: Independent contribution and problem-solving.

  • Scope: Manages and maintains GIS databases and applications with general oversight. Performs complex spatial analysis and supports the GIS Enterprise environment. Can independently handle most standard operational tasks and data requests.
  • Experience: 3-6 years of relevant experience.

  • Level III: Senior Technology Analyst, GIS

  • Focus: Technical leadership, mentorship, and system ownership.

  • Scope: Manages the architecture and security of the entire GIS Enterprise Environment. Leads complex, cross-functional GIS projects, develops new applications, and automates workflows. Mentors junior team members and serves as the highest point of technical escalation.
  • Experience: 6+ years of experience with demonstrated technical depth.
