Hourly salary range: $24 - $29 Annual salary range: $49,920.00-$60,320.00
Summary and Range of Authority: Under the supervision of the Program Manager, the Housing Navigator will provide outreach and engagement, deliver direct services, promote recovery and resiliency for persons experiencing homelessness (PEH) and involvement within the criminal justice system.
Essential Duties and Responsibilities:
• Responsible for assessment eligibility, coordinated outreach, and overall accurate and timely completion of all required reports/documentation, including housing subsidy application, VISPDAT, CES, HMIS, and housing subsidy application. Assist individuals/members in obtaining required supportive documentation.
• Provide outreach and navigation as a member of the interdisciplinary team to homeless individuals in field based/community-based sites within San Diego County.
• Develops, maintains, and reviews housing plan file/needs assessment with the Program Manager ensuring required documentation adherence.
• Creates and maintains relationships with landlords and serves as a liaison/primary contact for landlord/tenant activities.
• Conducts site visits with representatives of contract providers/landlords to ensure that facilities are up to standards.
• Works closely with direct service staff to coordinate person-centric housing options.
• Facilitates housing-related groups or trainings as identified by the Program Manager.
• Demonstrates knowledge in cultural and linguistic competency, co-occurring and gender responsiveness, and trauma-informed care practice.
• Participates in homeless outreach events such as organized homeless encampment cleanups, Point in Time Count, Veterans Stand Down, and Project Homeless Connect.
• Conducts outreach and engagement of homeless individuals in San Diego County.
• Participate and attend staff meetings, trainings, and other meetings as assigned.
• Utilize evidence-based practices, but are not limited to Motivational Interviewing, Housing First, Harm Reduction and Trauma Informed Care.
• Provide culturally competent services. Work well with TAY, PEH, clients involved with the criminal justice system, immigrants, refugees, and other culturally diverse participants.
• Provide all documentation compliant with agency, state, and county requirements within a timely manner.
• Complete assigned work timely and effective for the program to meet contracted annual performance goals and objectives.
• Provide all other related services required by the county contract's Statement of Work.

Requirements
Required Education, Certifications/Licenses and Language/Cultural Skills:
• High school diploma or GED equivalent with at least 2 years in housing-related social services.
• Minimum of one year working with individuals experiencing homelessness and/or justice-involved populations.
• Ability to establish and maintain supportive relationships with clients from diverse cultural backgrounds.
• Demonstrated experience in housing needs of individuals with mental health diagnosis and/or substance use disorder and ability to generate a variety of housing options
• Familiarity with harm reduction, trauma-informed care, housing-first, and COACH principles.
• Demonstrated success completing accurate and timely documentation.
• Must be able to pass a criminal background check.
• Must have a satisfactory driving record.
• Able to communicate effectively, verbally and in writing.
• Intermediate knowledge of computer software (Microsoft Office, Word, Excel) and web navigation.
• Demonstrated ability to maintain confidentiality.
• Reliable and consistent attendance.
Minimum Experience and Qualifications Required:
· Have a minimum of one year of recovery from lived experience with justice system involvement, homelessness, and/or behavioral health diagnosis.
· Must have certified First Aid and CPR training (including infant CPR).
· Must be able to drive (when needed) for business purposes to locations in San Diego County.
Additional Preferred Education or Qualifications:
• A.A. in social service field with 3 years of housing-related social services; OR
• A bachelor's degree from an accredited U.S. college or university, or certified foreign studies equivalency in psychology, counseling, social work, or closely related degree.
· Bilingual, bicultural experience in one of the County of San Diego threshold languages (Spanish, Arabic, Chinese (Mandarin), Korean, Persian, Somali, Filipino (Tagalog), Vietnamese.
