Brief Job Description:

Under the direct supervision of the region 2/3 HIV/STD Program Manager, the PHPS III will perform HIV/AIDS reporting and investigational activities. Will develop and implement quality assurance procedures to determine the efficiency and effectiveness of HIV/AIDS reports submitted by providers to be documented in the TB, HIV, & STD Integrated System (THISIS) and the Enhanced HIV/AIDS Reporting System (eHARS). Conducts comprehensive medical records review to gather case abstractions, determinants for completeness of HIV/AIDS case reporting, and confidential information handling. Will initiate public health follow-up on newly reported HIV/AIDS cases. Develops and/or enhances the program's HIV/AIDS disease investigation data collection instruments and collects investigation evidence. Develops and creates HIV/AIDS presentations to medical providers and local health departments on compliance with reporting guidelines, data security, confidentiality protocols, consultative services, and technical assistance. Completes data entry for HIV newly diagnosed reports listed on the Monthly Report Line List. Maintains confidentiality in all aspects of duties. Must be able to independently travel throughout the State of Texas and out-of-state to complete essential job functions, including participating in outreach events and performing provider and lab visits. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, and Texas Department of Public Safety applicable policies/procedures/standards. This position is office-based, Monday-Friday, 8:00 am – 5:00 pm.

Essential Job Functions (EJFs):

CASE REPORTING: Performs complex, comprehensive technical functions in program activities such as medical record review, interpretation of laboratory results, case abstraction, and HIV/AIDS case determination for reporting purposes. An Adult and Pediatric Reporting (ACRF/PCRF) will be submitted via THISIS within 60 days of the import into the THISIS workflows. Complete a THISIS supplemental update with HIV/AIDS reports providing diagnosis change. Complete the death and birth match; Initiate the public health follow-up for DIS investigations; Provides input to PM to facilitate the HIV/STD program's screening activities, diagnosis, treatment, and reporting activities in the region on newly reported cases; Adheres to all requirements for confidentially handling protected health information, conforming to federal, state, and local security requirements and program operating procedures; travel is required to perform the case reporting activities. (30%)

DATA MANAGEMENT: Develops and implements complex quality assurance procedures to determine efficiency and effectiveness of data submitted by the Surveillance & Reporting / ICCR staff. Prepares and presents monthly reports to the PM on HIV/AIDS trends, investigation, and data analysis in the region. Assist with data management reported in THISIS and eHARS to be evaluated for completeness of reporting, matching compatibility between systems, quality assurance, and system upgrades. Presents the HIV program indicator report to PM on the last Thursday of the month with program corrections and updates on the imported line-list. The information presented will be used to respond to the DSHS HIV/AIDS Surveillance and Epidemiology Branch on program indicators accomplishments.(30%)

REGIONAL LIAISION: Establish and maintain professional liaison with healthcare agencies to ensure timely reporting following DSHS guidelines and procedures. Will provide the reporting schedules and updated documentation used by our agency. Conducts passive and active investigations, including in-person follow-up visits with healthcare providers, laboratories, and healthcare agencies to identify cases to ensure timely treatment, diagnosis, and reporting. These visits to providers and labs will require independent travel throughout PHR 2/3. Works closely with the HIV/STD programs within the state to ensure proper reporting and disease investigation on out of jurisdiction reactors received by our program. Consults with the HIV/STD Program Manager regarding disease trends. (20%)

EDUCATION: Prepares and distributes training materials and teaching aids regarding HIV/AIDS. Develops professional presentations to promote education, and present program prevention initiatives. Review the resources used to control the spread of HIV/AIDS, and encourage collaborative efforts to medical providers, local health departments and public in general. Work collaborative with the Disease Intervention Specialist (DIS), data analysis staff, and health personnel within the region and the Division of HIV/STD staff in the control of public health issues. Travel is required to conduct education activities. (10%)

REGIONAL SUPPORT AND DISASTER RESPONSE/RECOVERY: Actively participates and serves in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation. May be required to work other than regular business hours to meet business needs or respond to public health emergencies. Required to complete ICS 100, 200, 700, and 800. Participates in special or supplemental projects for the program. Must be able to independently travel throughout the State of Texas and out-of-state to complete essential job functions. Safe operation of either a state-owned vehicle or a personal vehicle is required to conduct state business. Performs other duties as assigned. (10%)

Knowledge, Skills and Abilities (KSAs):

KNOWLEDGE OF: Office practices, procedures, systems, and equipment. Fundamentals of federal, state, and local rules and regulations governing the reporting and control of STD's, HIV, and AIDS. Fundamentals of Centers for Disease Control and Prevention HIV/STD guidelines STD and HIV testing, treatment, and reporting guidelines, policies, and laws; communicable disease surveillance; confidentiality laws and HIPAA guidelines.

SKILL IN: Organizing and writing reports using standard English grammar and professional business writing style. Data entry and word processing. Developing and maintaining accurate filing systems. Building and maintain professional relations. Use of word processing (Word), database (Access), spreadsheet (Excel), electronic mail (Outlook), and presentation (PowerPoint) software and personal computer in a network environment.

ABILITY TO: Maintain effective working relationships with team members and external partners using tact and diplomacy. Work independently exercising sound judgment, use time management strategies to maximize work productivity to meet deadlines, and maintain confidentiality. Initiate and complete complex, goal-oriented independent projects, and task with little or no supervision. Adhere to federal, state, and local laws, rules, regulations, and confidentiality guidelines governing the reporting and control of STD's, HIV, and AIDS. Abide by Texas Department of State Health Services and Health and Human Services Guiding Principles, Code of Ethics, Standards of Conduct, Universal Expectations, Policies and Procedures. Work effectively with and influence medical professionals (i.e., physicians, nurses, laboratory technicians, and other health professionals). Must be able to independently travel throughout the State of Texas and out-of-state to complete essential job functions. To work in an office-based setting Monday-Friday, 8:00 am – 5:00 pm.

Registrations, Licensure Requirements or Certifications:

Certified Health Education Specialist (CHES or MCHES); Community Health Worker (CHW); or Certified in Public Health (CPH) preferred but not required.

Initial Screening Criteria:

1. At least a bachelor's degree from an accredited four-year college or university with major coursework in public health, community health, health education, health promotion, or a related field.

2. Documented work experience in public health, community-based work, population-based initiatives, or community coalitions programs.

3. Computer experience and experience using Microsoft Office products.
