The Opportunity:

MAKE AN IMPACT:

In today's geopolitical world, the US Navy needs more VIRGINIA Class ships (VCS). It is paramount that we build these VA-Class Submarines at a faster pace (2 per year). This is a high-profile position within D686 where the Boat Rep will function as the Lead for the submodule(s) in a VIRGINIA Payload Module (Section 2B-5) for Block V AFS.

Working with the Project Team of an assigned hull(s), a Construction Rep drives collaboration and efficiency into execution of VCS New Construction on the Groton Waterfront. As the deckplate leader for the D686 VIRGINIA Program Office, the Boat Rep establishes and communicates Program priorities and objectives so that both internal and external stakeholders are aligned and enabled to succeed.

LEAD, LEARN, AND GROW:

As an integral stakeholder to the Project Team, the Boat Rep will work with all areas of the submarine business both within EB as well as with the Submarine enterprise. Working in a face paced environment, each day is a new opportunity to help solve both the tactical and strategic challenges the Project Team faces. The Position:

This is a high-visibility position with regular exposure to Senior Leadership and the Quonset Point Shipyard. This position is a tremendous learning and growth opportunity for a highly motivated individual to learn about all functional areas at EB, while also contributing to a key enterprise need: the Production of VIRGINIA Class Submarine. 

At a high-level, Program Construction Reps are responsible for leading the following:

  • Approving critical decisions involving cost and schedule, quality, and continuous improvement
  • Continuously measuring each functional area's performance against objectives and initiate prompt corrective action
  • Representing Electric Boat to the Navy (Ship's Force/SSGR/PMS 450) for all programmatic issues.

In more detail, the responsibilities and expectations of a Program Boat Rep are further described below:

Construction Reps work directly with the Managers of their assigned project(s) to assist in all aspects of the ship construction process -- from early module assembly at Quonset Point and Newport News Shipbuilding, to Final Assembly and Test (FAT) in Groton.

The Construction Rep is the voice of the VIRGINIA Class Program Office to the deck plate team and will work out in front of the production effort to address new work integration, build sequence changes, material availability, etc. to prevent challenges from becoming problems. The essential tools used to identify potential problems as well as monitor performance are Cost, Schedule, and attainment metrics such as IMCS data, ARTEMIS, 3G, and 7G databases.

Successful candidates will be expected to engage with all levels of management to report progress, manage issues, and seek the support of functional organizations.  Specifically, engagement will be throughout the waterfront organizations including, but not limited to, the following: Planning, Operations, Engineering, Purchasing, Test, Contracts, Finance, Ship's Force, SUPSHIP Groton, and PMS 450.

Qualifications

Required:

  • High School Diploma or GED
  • 1+ years of EB experience in Engineering, Program Office OR 5+ years of EB experience in shipyard experience. 

Preferred:

  • Project management experience
  • Previous Professional Rotations or shipyard leadership experience
  • Established working knowledge of submarine module outfitting
  • Operations and Government relationships
