The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

Through direction and guidance from the director and unit leadership and with wide latitude for independent judgment and decision-making, the Deputy Director of Program Planning and Monitoring will play an integral role in the functions of the DHS Office of Program Development and Implementation (OPDI). The Deputy Director will manage a large portfolio of special projects to inform, drive, and support practice and system enhancements to improve client outcomes throughout the DHS system. The Deputy Director will be responsible for leading the project planning of executive initiatives, including monitoring, tracking, and reporting to guide agency practices and enhancing quality and consistency across the system.

The Department Of Homeless Services (DHS) Is Recruiting For One (1) Administrative Director Of Social Services NM-I To Function As a Deputy Director Of Program Planning And Monitoring Who Will

  • Interpret, analyze, and summarize large datasets, presenting findings and making recommendations to agency and unit leadership. Develop questions that elicit measurable responses to capture provider performance.
  • Manage data tracking systems and creating reports, analyzing data and creating charts, write summaries; and create workflows to illustrate program operations and identify barriers.
  • Supervise the development and implementation of surveys and other research techniques to perform quantitative and qualitative analysis using multiple sources of information to inform project planning and development.
  • Oversee the researching of evidence-based, trauma-informed interventions and best practices and how to implement them within the DHS system, making recommendations to senior leadership.
  • Manage new initiatives and special projects by establishing a project plan (e.g., project objectives, metrics, and milestones); defining workgroup member roles; monitoring project performance.
  • Identify problems, researching and developing recommendations, and implementing solutions for program oversight and operations, including streamlining processes, monitoring, tracking, reporting, and evaluation.
  • Manage collaboration with DHS colleagues and City agency partners in developing written documents (e.g., desk guides, one-pagers, policies/procedures, summary reports, presentations) to improve staff practices and support client experiences.
  • Represent OPDI in preparing and facilitating workgroup meetings, representing DHS in meetings with internal and external stakeholders. Serve as the agency liaison to maintain strong cooperative relationships; lead regular working groups with colleagues from other divisions to collaborate on various citywide and agency initiatives.
  • Direct staff on various projects and training; coordinate and direct the workload and activities of staff through individual supervision and coaching to ensure the accuracy, quality, and timeliness of work; Serving as a back-up to the Director.

Hours/Schedule: Monday through Friday, 9am to 5pm, with flex-hour

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
  • Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.

Preferred Skills

  • Experience in a shelter or congregate housing setting. - Experience working in an executive office. - Familiarity with Performance Metrics & KPI Development – Experience in defining, tracking, and reporting key performance indicators. - Knowledge of Strength-Based, Trauma-Informed Practices – Understanding of best practices in serving vulnerable populations.
