Position Overview
The HR Business Partner performs difficult professional and administrative work across various Human Resources functions, with a strong focus on employee relations within the Human Resources Department. Work involves developing, implementing, and administering programs and practices that promote positive employee relations, ensure compliance with employment laws and County policies, and support a fair and consistent workplace culture. Provides guidance to supervisors and employees on performance management, disciplinary actions, conflict resolution, and workplace investigations.
Work is performed under the regular supervision of the Human Resources Strategy Director, with opportunities for independent work and collaboration across departments.
Examples of DutiesEssential Functions/Typical Tasks:
Utilizes advanced HR knowledge and professional expertise to manage and optimize human resources processes, ensuring compliance with policies and regulations. Prepare, analyze, and interpret complex HR reports and data to support decision-making. Maintain accurate employee records and process personnel actions. Advise managers and staff on HR policies, procedures, employee status changes, and performance management. Conduct workplace investigations, resolve conflicts, and provide guidance on employee relations matters.

What You'll Do:
In this role, you'll be a trusted HR partner to employees and supervisors by:
- Serve as a first point of contact for employee relations questions, providing guidance on policy interpretation, workplace conduct, and conflict resolution.
- Interpret and apply HR policies, procedures, and employment laws to support employees and supervisors.
- Assist with employee relations cases by gathering statements, reviewing evidence, tracking timelines, and documenting outcomes.
- Participating in pre-disciplinary meetings, grievances, and unemployment hearings.
- Monitor trends in employee concerns or misconduct and escalate patterns to HR leadership for proactive intervention.
- Coach supervisors on documentation standards, corrective action steps, and consistent application of policies.
- Assisting with performance reviews, tracking evaluation timelines, and monitoring probationary periods.
- Partner with departments to identify training needs and assist in delivering employee and supervisor training sessions.
- Preparing reports, spreadsheets, presentations, and other HR materials.
- Coordinating light-duty placements and workplace accommodations with Safety & Risk Management.
- Conduct exit interviews
- Collect and analyze data to identify trends
- Building strong relationships across departments through consistent communication and support.
- Maintaining confidentiality and representing the HR team with professionalism in all situations.
- Supporting employee engagement events, recognition programs, and committee initiatives.
Knowledge, Skills and Abilities:
- Strong interpersonal and communication skills: Build positive relationships with employees and supervisors at all levels, providing support, guidance, and resolution for employee relations matters.
- Knowledge of labor laws and employment standards: Apply a solid understanding of relevant laws, regulations, and industry trends to provide informed advice and recommendations.
- Problem-solving: Analyze employee relations issues and identify appropriate, fair, and practical solutions.
- Attention to detail: Ensure accuracy in documentation, reports, and HR processes related to employee relations.
- Negotiation and mediation: Facilitate discussions to resolve disputes and conflicts among employees or between employees and management.
- Discretion and confidentiality: Handle sensitive information with professionalism, particularly regarding investigations, grievances, and personnel matters.
- Collaboration: Work effectively with other HR functions, including recruitment, training, and compensation, to support holistic employee management and organizational goals.
Education and Experience:
- Bachelor's degree in human resources, Public Administration, Business, or a related field is required.
- Proven work experience as an Employee Relations Specialist or similar role.
- 1 to 2 years of experience in human resources, labor relations, or a related field.
- Knowledge of labor law and HR best practices.
- Experience in conflict resolution and problem-solving
- Experience in public sector HR or employee relations is highly valued.
- HR certification (PHR, SHRM-CP, IPMA etc.) is preferred—or a willingness to obtain one is encouraged.
- An equivalent combination of education and experience may be considered.

Special Requirements:
Prefer HR certifications to include PHR, SPHR, SHRM and/or IPMA.
Physical Requirements:
Sedentary work involving occasional exertion of up to 10 pounds. Requires reaching, grasping, fingering, and repetitive motions. Must communicate clearly and accurately, both verbally and in writing, and hear normal spoken levels. Visual acuity is needed for reviewing data, operating office equipment, and ensuring accuracy and thoroughness. Work is performed in a standard office environment without exposure to adverse conditions.
