PLAN REVIEWER & POOL PROGRAM SUPERVISOR

Under the direction of the Environmental Services Division Director, the Plan Review & Pool Program Supervisor oversees the daily operations regarding soil assessments and onsite sewage system plan review and approval, as well as conducts other Pollution Control-related duties. This position is covered as defined under The Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS:
- Attends soil assessments to assist soil scientists and designers with identifying proper locations on parcels for the installation of onsite sewage systems.
- Reviews plans and drawings for the installation and connection of onsite sewage systems in accordance with all state and local laws.
- Approves permits for septic, waste disposal and other environmental systems including conducting and analyzing environmental tests, examining topography, geology and reviewing and approving construction plans and issuing permits.
- Responsible for the resolution of problems with onsite sewage systems, including reviewing construction plans, determining user's needs and environmental considerations, maintaining current with new technologies, consulting with installers, builders, engineers and users.
- Works with the Environmental Health Specialist who inspects public & semi-public swimming pools. Responsible for the resolution of problems with these pools and spas and maintaining current knowledge on new relevant technologies in the field. Consults with engineers, builders, pool operators and users.
- Conducts, processes and analyzes environmental samples in the laboratory as part of environmental investigations.
- Assists Pollution Control Assistant Director with review and approval of Improvement Location Permits (ILPs) and other related plan routings from the Department of Planning Services.
- Responsible for inspecting the construction of private and commercial sewage disposal systems including identifying problems, recommending corrective measures and taking enforcement actions as needed to ensure compliance with all applicable laws and legal requirements. Refers problematic cases to the Onsite Sewage Systems Enforcement Coordinator as needed.
- Inspects private wells and onsite systems for compliance with operating permits and collects water samples for bacteriological and chemical analysis when requested.
- Conducts complaint investigations and performs GIS mapping of new sewage systems when requested.
- Inspects onsite sewage systems and during construction and upon completion to assure compliance with specifications and legal requirements.
- Inspects public/semi-public swimming pools and spas when necessary.
- Educates the public regarding how to properly maintain a private onsite sewage system or how to correct a problem.
- Attends meetings, seminars and conferences and other job-related training sessions as required.
- Performs all other duties as assigned, including overtime as required.
REQUIREMENTS:
- Bachelor Degree in Biology, Public Health, Civil Engineering or related field and three years experience in soil, reading of plans and inspections
- Registered Environmental Health Specialist preferred
- Valid National Incident Management System Certification (NIMS)
- Certified Pool Operator preferred
- Valid Advanced Enviro-Septic Certification
- Ability to understand and interpret blueprints, soil reports and Department documents to determine elevations and structure locations
- Ability to use Microsoft Office, GIS and GPS
- Working knowledge of all applicable federal, state and local laws and regulations governing environmental sanitation and appropriate soil, water, wastewater properties and principles
- Basic surveying skills and the ability to use surveying tools
- Ability to work in a laboratory setting involving hazardous chemicals
- Valid Driver's License to drive to and from work-related activities
DIFFICULTY OF WORK:
The Plan Review & Pool Program Supervisor's work involves many complex variables when approving permits for septic systems and swimming pools. Judgment is needed in selecting the most pertinent guidelines when reviewing septic system and swimming pool plans.
RESPONSIBILITY:
The Plan Review & Pool Program Supervisor provides substantial contributions when educating the general public regarding the laws and requirements regarding septic systems and public swimming pools. Work is reviewed for soundness of judgment and conformance with departmental policies.
PERSONAL WORK RELATIONSHIPS:
The Plan Review & Pool Program Supervisor maintains communication with other County employees, other governmental agencies and the general public to provide assistance and facilitate cooperation in environmental sanitation/information concerns.
WORKING CONDITIONS:
The Plan Review & Pool Program Supervisor works in the field, laboratory and in a general office setting with the ability to lift over 60 pounds, walk around freely with frequent bending, pushing and/or pulling loads and reaching over head.
