Assistant Property Manager – LIHTC Property (50 Units)

Position Summary:

The Assistant Property Manager plays a critical role in the successful operation and compliance of a 50-unit Low-Income Housing Tax Credit (LIHTC) community. This position supports the Property Manager with administrative, leasing, resident relations, maintenance coordination, and—most importantly—compliance functions to ensure the property consistently meets all federal, state, and local affordable housing program requirements.

Key Responsibilities1. Compliance & Regulatory Administration

  • Assist with all LIHTC, IHDA, HUD, and other agency reporting requirements.
  • Complete initial certifications, annual recertification's, and interim recertification's accurately and within program deadlines.
  • Monitor household income, student status, and asset documentation in accordance with LIHTC regulations.
  • Track and apply rent limits, income limits, and utility allowances annually.
  • Maintain complete and audit-ready resident files (both physical and electronic) with all required documentation, including third-party verifications.
  • Prepare for and participate in file audits, physical inspections, and compliance reviews by IHDA or other monitoring agencies.
  • Follow strict record retention requirements as outlined by LIHTC regulations.

2. Leasing & Occupancy

  • Market available units in accordance with LIHTC, Fair Housing, and ADA requirements.
  • Conduct property tours and explain LIHTC program requirements to prospective residents.
  • Process rental applications, verify eligibility, and maintain waitlist records in compliance with program guidelines.
  • Prepare, review, and execute lease agreements, ensuring inclusion of LIHTC-specific addenda.
  • Manage move-in/move-out procedures and complete unit inspections.

3. Resident Relations

  • Respond to resident concerns, inquiries, and reasonable accommodation requests promptly and professionally.
  • Enforce lease terms, community rules, and program requirements consistently.
  • Assist with resident notices related to renewals, recertifications, and policy changes.
  • Promote a positive community environment through effective communication and problem-solving.

4. Financial & Rent Administration

  • Collect rent and other charges, issue receipts, and process deposits.
  • Post payments accurately into property management software.
  • Track delinquent accounts, send late notices, and assist with legal filings if needed.
  • Monitor subsidy payments and resolve discrepancies with agencies.
  • Support Property Manager with monthly financial reporting and budget tracking.

5. Maintenance & Physical Compliance

  • Create, assign, and track work orders in coordination with maintenance staff/vendors.
  • Follow up to ensure timely and quality completion of repairs.
  • Conduct regular property walks to monitor curb appeal, safety hazards, and preventative maintenance needs.
  • Verify that all elevator certificates, fire extinguishers, and life-safety inspections are current.
  • Prepare property for REAC, HQS, or state inspections as applicable.

6. Administrative & Reporting

  • Maintain accurate records of resident and property activities in compliance with agency and company policies.
  • Prepare required monthly, quarterly, and annual compliance reports for IHDA and other agencies.
  • Assist with vendor contracts, purchase orders, and invoice processing.
  • Keep all confidential resident and property information secure.

Qualifications

  • High school diploma or equivalent; college degree in business, real estate, or related field preferred.
  • Minimum 2 years of affordable housing experience with direct LIHTC exposure; IHDA experience strongly preferred.
  • Knowledge of LIHTC, HUD, Fair Housing, ADA, and other relevant housing regulations.
  • Strong attention to detail and ability to meet strict deadlines.
  • Proficiency with property management software (Yardi, RealPage, etc.) and Microsoft Office Suite.
  • Exceptional communication, organization, and problem-solving skills.

Working Conditions

  • Primarily office-based within the leasing office, with daily site walks.
  • Occasional evenings/weekends for emergencies, inspections, or community events.
  • Must be able to lift up to 25 lbs and navigate stairs when conducting inspections.
