Description

NOTE: The successful applicant may be offered either a Program Specialist I or Program Specialist II position based on knowledge, experience, and qualifications.

I. Title:Program Specialist I – Records & Support Services (1570, B17)

Division: Operations

Department: Records Management & Support Services (RMSS)

Supervisor: Program Supervisor

II. GENERAL DESCRIPTION:

Performs routine (journey-level) data management and records support work. Work involves reviewing, entering, and aligning criminal background check records, scanning, uploading, and maintaining records to ensure compliance with agency policies and the State records retention requirements. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

V. Essential Functions:

Data Integrity and Processing

  1. Performs criminal background check (CBC) data alignment with internal and external systems.

  2. May process and maintain electronic records including scanning, uploading, indexing, and auditing record accuracy in Laserfiche.

  3. Troubleshoots criminal background check issues impacting Licensing processes.

  4. Communicates operational data issues through proper department channels.

  5. Understands and clearly interprets policies and procedures regarding database requirements and processes to other staff and public.

  6. Maintains and supports open communication to promote teamwork in accomplishing department functions.

  7. Provides assistance to agency staff and outside agencies on a variety of matters related to records and information alignment.

II. GENERAL DESCRIPTION:

Performs moderately complex (journey-level) records and data integrity work, including investigation and resolution of system alignment issues between state and federal databases. Conducts record compliance audits and assists with escalations involving Compact and SpeedMemo requests. Guides and supports Program Specialist I staff and assists with quality assurance. Works under general supervision with moderate latitude for independent judgment.

V. Essential Functions:

  1. Performs advanced data integrity alignment across state and national databases (DPS, FBI, ORBS, Nursys) and resolves complex discrepancies.

  2. Troubleshoots system and workflow issues and communicates solutions through the proper operational channels.

  3. Identifies trends affecting records accuracy and process efficiency and recommends improvements to the supervisor.

  4. Guides and supports Program Specialist I staff, including informal training and quality assurance reviews.

  5. Serves as a subject-matter resource to staff and stakeholders on data and records management standards.

  6. Supports testing and implementation of new workflows, system enhancements, and filing procedures.

  7. Performs advanced records management work including retention compliance, indexing, and Laserfiche-based scanning.

  8. Communicates policies and procedures clearly and maintains constructive working relationships to promote team success.

  9. Assists agency staff and external partners with escalated issues related to records and information alignment.
