Project Overview
The ML2 Project is for design, build, and commissioning of a Mobile Launch (ML) platform for National Aeronautics and Space Administration (NASA), Located at Kennedy Space Center (KSC), Florida. The purpose of ML2 is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America's need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch site's ground control systems.
Job Summary
The Instrumentation & Controls Commissioning Engineer will support NASA's Mobile Launcher 2 (ML2) testing and commissioning program, supporting instrumentation setup, calibration and testing activities. The Instrument specialist will report to the I&CS lead, however, be capable of planning and executing specific work scopes, be accountable for self, to adhering to all safety, quality, ethical, and contractual requirements and commitments.
Major Responsibilities
- Prepare Advanced Work Packages, development of specific Instrument Inspection & Test Records.
- Prepare Test Matrices to support Instrument ITR assignments within TeamWorks / Completions database.
- Assist with determining Spare Parts and support the development and expediting of required purchase requisitions.
- Prepare detailed startup test procedures and work packages for assigned system commissioning activities, integrating all discipline activities into these plans and in close coordination with NASA/Comet engineering teams.
- Prepare Instrument specific Test Work Packages.
- Develop Instrument Calibration specifications / requirements and Instrument Installation Inspection Records.
- Interface with engineering, construction and NASA technical teams to ensure instrumentation systems meet design and performance requirements.
- Troubleshoot and resolve issues in analog and digital signal transmission, instrumentation wiring, and data acquisition systems.
- Prepare Instrument Calibration Requirements for analog, digital and optical and catalytic instrumentation based on best practices, instrument vendor recommendations.
- Perform Field Level Instrument Installation Inspections, Calibrations and Functional Tests.
- Perform subsystem walkdowns and manage closeout of punch list items.
- Prepare Job Hazzard Assessment and Field Level Hazard Assessments.
- Support turnover package development (AWPs) and formal subsystem handover activities.
- Support loop checks, point to point verifications and functional testing of field instrumentation.
- Coordinate with and provide directions to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment. Monitor equipment supplier representative activities to ensure proper time charging. Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO; Report and document work activities on a daily basis, in accordance with applicable procedures.
- Provide input and updates to the I&CS Lead to support project schedules, QURR, EVMS and other progress tracking tools.
- Prepare required design change and non-conformance documents in accordance with Bechtel procedures as required to document as-built conditions and/or properly resolve deficiencies.
- Supervise field manual craft as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget.
- Interact closely and frequently with customer, operations, and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project's financial and schedule positions.
- Use Microsoft Word, Excel, Access and Bechtel Standard Applications (Setroute, Unifier, TeamWorks etc.) in the execution of work assignments.
- Develop Instrument Calibration specifications / requirements.
Education And Experience Requirements
- Bachelor's degree from an accredited university in Engineering or related field and 8-10 years related experience in testing and commissioning; in lieu of a formal degree, 12-14 years of related experience which may include commissioning, testing, engineering, operations, maintenance, industry, or military experience with at least 9 years of testing and commissioning experience.
- A minimum of 5-7 years of experience in instrumentation selection and testing, calibrations, and commissioning specifically related to field instrumentation is required.
- At least 5 years of experience in supervising and managing craft workers to perform commissioning activities.
Required Knowledge And Skills
- ML2 is a vertical build (~400-foot tower) so physically challenging with extensive walking in and around a tight construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment, walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
- Experience with low and medium voltage electrical systems.
- Knowledge and understanding of engineering systems, applications of startup and operations; industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or previous experience in industrial Electrical Commissioning roles.
- Experience with Instrumentation & Control System Interfacing / Testing and advantage, subcontract package development and onsite day to day subcontractor management.
- Familiar with Work Authorizations, Permitting and Lock-Out Tag-Out (LOTO) process and procedures.
- Good technical writing skills
- Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a NASA badge for access to the Kennedy Space Center.
- In-depth knowledge in the areas of Electrical systems and knowledge of principles and practices related to sound design, testing, and operation.
- Knowledge of industry and regulatory standards, safety requirements, and design criteria, specifically including energy isolation management (lock-out-tag-out) and NFPA-70E.
- Skilled in standard software tools, including Microsoft 365 office suite (Excel, Word, and Access).
- Must be able to travel to manufacturing facilities within U.S. to support factory acceptance testing and other business-related activities.
- Ability to cope with conflicting deadlines, frequent interruptions and multiple tasks.
- Previous experience and knowledge of Bechtel Startup and Test procedures, programs, and processes
- Good understanding of project scheduling and performing system testing and commissioning and using tools such as Setroute, TeamWorks, and Smart Completions.
- Previous NASA or aerospace Electrical commissioning and testing experience. Knowledge of NASA work methods, installation details, technical requirements, communication standards and network architecture (including Allen Bradley DLR experience).
